Treatment plant inches ahead despite cost concerns | News

JOHN DAY — The John Day City Council is getting set to put out a request for proposals (RFP) for their final design and construction of the long awaited replacement for the city’s aging wastewater treatment plant as a group with lingering concerns raise questions from the sidelines.

The Citizens for a Thriving Grant County Political Action Committee said they simply have questions that aren’t being answered. The most pertinent of those questions being what the plant will ultimately cost and what that will mean for the water/sewer rates of John Day and Canyon City residents who will be served by the new plant.

The Citizen PAC said they have had questions about the status of the wastewater treatment plant for some time, questions they say have gone largely unheard and unanswered. That dynamic led to the Citizen PAC feeling like the city wasn’t being transparent, which ultimately led to the filing a grievance outlining their concerns that was sent to both the city council and administration as well as the project’s funders, Business Oregon.

John Day seeks legal remedy in Straw-to-Gold row | News

JOHN DAY — A marketing firm that embarked on a nearly $500,000 municipal branding campaign for the city of John Day is now the target of a lawsuit by the city.

The John Day city council briefly discussed pursuing legal action against the firm during an executive session on Friday, Dec. 1 before entering into open session and voting unanimously to authorize the city attorney to pursue legal action against Straw-to-Gold. At the heart of the matter are deliverables John Day Mayor Heather Rookstool has said she’s asked for repeatedly with no reply from Straw-to-Gold owner Benjamin Ariff.

Among those deliverables are invoices and a proposed school curriculum Straw-to-Gold is accused of not providing despite requests to do so. Ariff gave a presentation to the John Day city council on Tuesday, July 25, giving the council some deliverables, including books on the lore of John Day and along with an update that was supposed to close their contract with the city.

JOHN DAY — If all goes according to plan, the Iron Triangle building located at 433 W. Patterson Bridge Rd. in John Day will have new tenants early next year.

The John Day City Council announced at their Tuesday, Nov. 28 meeting that they’ve had three interested parties reach out to the city seeking to lease what is known in the community as the Iron Triangle Building. In response, the city will open up the option to lease the building to interested parties who will need to bid competitively for the right to lease the structure.

The city will only be accepting sealed bids and the building will be leased as-is. “I think everything is functional in it at this point and time,” Council President Dave Holland said about the building. “There might be a couple small leaks in the roof in one section of it but nothing severe.”

Questions remain as treatment plant inches forward | News

JOHN DAY — John Day’s long awaited wastewater treatment plant has finally made some headway in addressing environmental concerns associated with its construction but questions, mostly centered on the project’s final cost of as much as $20 million and what that would mean for residents still remain.

At the Tuesday, Nov. 14 meeting of John Day city council, John Day’s grant manager Nick Ducote said the biological assessment outlining the project’s environmental impact has been submitted to and received by the U.S. Department of Agriculture for consultation by the National Marine Fisheries and the US Fish and Wildlife. The assessment was received on Oct. 26, a biological opinion about the project should be issued to the city at the end of Feb. in 2024.

Ducote said the city should be eligible for a streamlined process that fast tracks the review process. “Because of all the work that’s been done on the front end, they (National Marine Fisheries) thought it would fit under what’s called an expedited review,” he said.
