Scandal arose after state-owned companies in the impoverished country illicitly borrowed $2 billion.
The loans were secretly endorsed by the government of the ruling Mozambique Liberation Front, led then by former President Guebuza.
Former Mozambique President Armando Guebuza places the blame on secret $2 billion state loans at the door of his successor Filipe Nyusi.
The scandal stems from loans to three state-owned companies, issued between 2013 and 2014, that were meant to finance a fishing project.
