Vulnerabilities in the Iraqi Government as well as the Security Forces. So any action we may take to provide assistance to the Iraqi Security forces has to be joined by a serious effort by iraqs leaders to put aside the differences, promote stability and account for the legitimate interest of all of iraqis communities. And continue to build the capacity of an Effective Security force. We cant do it without them.
