Bennett, the owner of Transportation Solutions, has jobs she can't fill. Bennett, whose Millcreek Township company trains student drivers, wasn't surprised when three of her 15 employees chose not to come back to work this past spring following a six-week shutdown prompted by COVID-19 restrictions.
