TODEC celebrates east valley field workers on Cesar Chavez Day Eliana Perez, Palm Springs Desert Sun The legal center and advocacy group Training Occupational Development Educating Communities (TODEC) spent Cesar Chavez Day on Wednesday celebrating in the fields, as well as doing outreach with field workers. Festivities began at a farm currently harvesting carrots in Thermal.
