Punishment is not the governor. The judges, they decide if theres enough evidence and whats constitutional not the governor. In pennsylvania, the governor cant individually pardon someone. He cant do what he did. He granted a reprieve without a time period for every defendant on death row. That is unconstitutional. That is illegal. Now, what could happen is that the pardons review board can meet, and they have to vote unanimously on an individual case, if theres new evidence, if there are new facts, and they have to have a time period for it.
