27 farmer groups get over P20-M agri projects in Caraga

BUTUAN CITY - At least 27 farmer organizations in Agusan del Sur and Surigao del Sur provinces are recipients of different livelihood projects this year under the Special Area for Agricultural Development (SAAD) program of the Department of Agriculture in Caraga Region (DA-13). DA-13 SAAD focal person Jekem Sanchez said Wednesday that as of last month, a total of PHP20,387,451 worth of livelihood projects have been released to the farmers' groups. "Most of these livelihood projects are on abaca and cacao productions, chicken and goat productions," Sanchez said. In Agusan del Sur, six farmers' groups from the towns of Veruela, San Luis, and Talacogon received PHP8,389,807 worth of projects this year. Of the total amount, Veruela received an appropriation of PHP3,306,687; San Luis, PHP2,622,225; Tagalocon, PHP2,460,895. In Surigao del Sur, at least 21 farmers' organizations also benefited from the SAAD program through native chicken, goat, corn, and abaca productions with a total cost of PHP11,997,643. The recipients are in the towns of Bayabas, Carmen, Lingig, and Bislig City. DA-13 data showed that PHP1,996,430 was allotted to four farmers' groups in Bayabas town; PHP5,214,570 to five groups in Carmen; PHP2,674,478 to seven groups in Lingig; and PHP2,112,165 to five groups in Bislig City. "Before, we used to strip our abaca harvests manually. With the help of the SAAD program of the DA, we are provided with stripping machines that helped our abaca production grow," Muritula USAD Farmers' Association (MuFA) president Santos Escalicas said. Based in San Luis, Agusan del Sur, MuFA is one of the recipients of the SAAD project this year. It also received assistance from SAAD from 2019 to 2021 which helped its 50 members fully develop their 70-hectare abaca plantation in the area. (PNA) }

Capt. Mark Anthony Tito, 10th ID public affairs chief, told the Philippine News Agency on Wednesday that more rebels are getting convinced to give up arms and return to the folds of the law after suffering in the rebel movement. "When they surrender, the government offers them either livelihood or employment as a way for them to reintegrate into the society," Tito said. The Davao Region was declared by the national government in 2010 as a national priority area to be cleared from the influence of the communist terrorist group. A study by the 10ID showed that a total of 1,691 Custodial Debriefing Reports (CDRs) of surrenderers have been collected from 2016 to 2020. The 10ID's area of responsibility covers the Davao Region, parts of Soccsksargen (Sarangani, South Cotabato, 2nd district of Cotabato and Columbio, Sultan Kudarat), Trento, Agusan del Sur and Lingig, Surigao del Sur. Of the 1,691 CDRs of surrenderers, 48 percent or approximately 811 of them received employment or livelihood from the government's Enhanced Comprehensive Local Integration Program (E CLIP), the study added. "There are even some who are offered to join the Philippine Army because they embody qualifications that we need in the force like our recent trainees who are education graduates," Tito said. He said some of the rebels who obtained college diplomas went through a deradicalization process and were later on assessed fit to get employed. "Some of the surrenderers do not immediately receive an employment because there are existing charges against them, those should be settled first before they can be employed," he added. The study also emphasized the need to implement a combination of the "Dislocate, Isolate, Disintegrate and Destroy (DIDD)" and "Shape, Clear, Transform and Sustain (SCTS)" policies to ensure Peace Law Enforcement and Development Support (PLEDS). DICT aids Caraga LGUs with e-permit, licensing system

(Photo courtesy of DICT-13) BUTUAN CITY - At least 19 local government units (LGUs) in different provinces in Caraga Region are now using the electronic Business Permit and Licensing System (eBPLS), according to the Department of Information and Communications Technology in Caraga (DICT-13) on Tuesday. In a report, the DICT-13 described the eBPLS as a cloud-based software that enables LGUs to process applications for new and renewal of business permits electronically. "The implementation of the eBPLS is pursuant to the provisions of Republic Act 11032 (R.A.11032), or the Ease of Doing Business and Efficient Delivery of Government Services," the DICT-13 said. Under Section 11(c) of Republic Act 11032, the DICT is mandated to make available to the LGUs the software for the computerization of the business permit and licensing system. "The DICT, together with the Department of Trade and Industry and the Department of Interior and Local Government shall also provide technical assistance in the planning and implementation of a computerized or software enabled-business permitting and licensing system," the agency said. The LGUs in the region that currently utilize the eBPLS include Tubod, Alegria, Mainit, Socorro, and Del Carmen in Surigao del Norte; and the town of Trento in Agusan del Sur. The eBPLS is also being used in the processing of business permits in the towns of Carmen, Lanuza, Tago, San Miguel, Bayabas, Cagwait, Marihatag, San Agustin, Lianga, Tagbina, Lingig, and in Tandag City in Surigao del Sur. The town of Las Nieves in Agusan del Norte has also benefited from the DICT-13 program. More towns and cities in the Caraga Region are expected to soon implement the eBPLS as installations of the program software are continually being facilitated. (PNA) }

(Photo courtesy of BFP Tubay) BUTUAN CITY - Thousands of residents from the different provinces in the Caraga region fled their homes as Typhoon Odette pummeled the area with strong winds and heavy rains on Thursday. The typhoon made its first landfall at around 1:30 p.m. Thursday in Siargao Island in Surigao del Norte. In Butuan City, a total of 29 barangays were directly affected by flooding as intermittent rains dampen most parts of the city. Michiko De Jesus of the city's information office said 2,090 families with 7,113 individuals already evacuated from their homes as of 4 p.m. Thursday. "Evacuation and rescue operations are still ongoing as flooding continues to affect our barangays. The number of evacuees is expected to increase," De Jesus told the Philippine News Agency. She also reported that the water level of the Agusan River, the biggest tributary in the city has reached a warning level. "The water level at Agusan River is already 1.40 meters. All the major rivers in Agusan del Sur end up here in the Agusan River. The danger level is at 2.0 meters," De Jesus said. She added that the city government is evacuating residents in barangays near the Agusan River. "Odette" also caused power and water interruptions in the city. In Agusan del Norte, the Provincial Disaster Risk Reduction Management Office (PDRRMC) said around 560 families or 2,106 individuals were evacuated as "Odette" caused flooding in the different towns in the province. As of 4 p.m. Thursday, the PDRRMO said it is still expecting reports on the continuing evacuations being conducted in towns. So far, the evacuated families were from the towns of Tubay, Nasipit, Magallanes, Remedios T. Romualdez, and Cabadbaran City. In Surigao City, a total of 3,280 families or 11,268 individuals from different barangays fled their homes due to floods. The evacuees are now temporarily sheltered in 48 evacuation centers in the city. In Agusan del Sur, evacuations were also conducted as most of the major river systems in the province have swollen due to intermittent rains since Wednesday. No data yet were provided as to the number of families and persons evacuated in the area as of press time. In Surigao del Sur, a total of 16,370 families from 17 towns and two cities were evacuated to 225 evacuation centers in the province. The number of evacuees in Surigao del Sur include Barobo with 232, Bayabas (637), Bislig City (42), Cagwait (2,199), Cantilan (569), Carmen (96), Carrascal (1,375), Cortes (571), Hinatuan (2,265), Lanuza (375), Lianga (806), Lingig (917), Madrid (376), Marihatag (562), San Agustin (187), San Miguel (95), Tagbina (63), Tago (16), and Tandag City (3,668). There is no update yet in the Province of Dinagat Islands as of press time as contact persons in the area can no longer be reached. Meanwhile, the Department of Social Welfare and Development (DSWD) 13 (Caraga) said it has increased the number of family food packs (FFPs) prepositioned in Surigao City. A total of 5,000 FFPs were prepositioned at the compound of the Department of Public Works and Highways and another 2,850 in Barangay Taft, all in Surigao City. The DSWD-13 added that a total of 2,500 FFPs were also prepositioned in San Francisco, Agusan del Sur, 1,900 in Tandag City, Surigao del Sur, and 2,322 in Fort Poyohon, Butuan City. The prepositioned FFPs are worth PHP6,557,622 while the agency said that it has still a standby fund of PHP5,229,583 as of Thursday. (PNA) }

(Photo courtesy of PhilMech) MANILA - More farmers are benefiting from the Rice Competitiveness Enhancement Fund Mechanization Program of the Department of Agriculture (DA) after the Philippine Center for Postharvest Development and Mechanization (PhilMech) distributed over PHP320 million worth of farm machineries. On Monday, the province of Camarines Sur received PHP255 million worth of machines that will go to 74 farmer cooperatives and associations (FCAs). In Surigao del Sur, 2,546 farmer-members of 34 qualified FCAs already received PHP65.7 million worth of machines during a turnover ceremony in Tandag City on Friday. The distribution of 2021 funds in the province also include FCAs in Bislig City and the towns of Cantilan, Madrid, Carmen, Lanuza, Tago, Lingig and San Miguel. FCAs are chosen based on their performance and incentives are based on their immediate needs. They must also be accredited by the DA. Some of the machineries the DA provides are tractor, rice seeder/transplanter/reaper/thresher/harvester/mill/dryer, irrigation pump, and solar irrigation. (PNA) }
