　　本次大会以“十四五”远景规划为指引，围绕提升产业重组、绿色产业、科技创新、国企改革、对外开放等领域高质量发展等展开了探讨。而如何优化营商环境，激发市场主体活力和创造力？每个城市有自己的答案。
　　作为广东省首个营商环境试验区，建立营商环境工作专门机构是广州开发区的一大特色。广州开发区管委会总经济师顾晓斌介绍,他们在特大城市中率先组建了区级营商环境局，统筹实施营商环境改革创新工作；设立了全国首个民营经济和企业服务局，专门服务企业筹建工作；还率先在广东省设立了行政审批局，破解工程审批的问题。此外，他们还创新政企沟通机制，建立营商环境观察员制度，定期举办营商环境吐槽大会，请企业家、观察员对营商环境进行挑刺、找茬。
　　在广州开发区，工业项目快建快投。“我们项目审批有三句话：引进即筹建、拿地即动工、竣工即投产。”顾晓斌说，项目投资协议签订以后，地还没拍就可以做勘察设计、水电报装等基础筹建工作，拿到地之后就给它发基坑施工许可，马上可以开挖，通过‘容缺验收’的形式，只要主体竣工验收就可以投产了。”
　　广州开发区还推出了100项智能秒批事项，涵盖12个行业，在37个场所、42台智能终端机上同步上线。“人工秒批是比较难的，人要思考比较慢，但我们100个事项是比较简单的，标准化上传之后计算机直接识别，智能秒批，提高了群众办事的便利度。”顾晓斌说，“营商环境没有最好，只有更好。”
　　双流区是成都的中心城区，2020年综合实力在全国百强区排名32位，营商环境排名14位。“怎样做到营商环境比较好？我们理解审批环节要最少，实行不见面审批，一窗受理、一网通办，一站办成。”双流区宣传部部长刘拥军介绍，企业开办时间最短2.5小时内办结，水电气网报装接入由15个工作日压缩到一个工作日，工程建设项目政府审批的时限由40个工作日压缩到8个工作日或者14个工作日。
　　刘拥军认为，营商环境要做到最优，还有一点是企业提出的诉求要解决得最好。“我们有个‘企业咖啡室’，每个月最后一周的星期五下午由区委区政府的主要领导和企业见面解决问题。我们收集的一些企业的诉求办结率达到99%。”
　　长沙县副县长彭正球介绍，作为全国18个改革开放典型地区之一，长沙县不遗余力打造最省心、最贴心、最放心、最暖心和最安心的“五心”营商环境。为了政务服务更加高效，他们深入推进“一件事一次办”“三集中三到位”改革，实现了“大厅之外无审批”。
　　江苏淮安做为享誉两岸的台资集聚高地，已累计落户台资项目1300多个，总投资超200亿美元，在江苏形成了“南有昆山、北有淮安”台资集聚格局。淮安市委营商办主任孙登涛指出，淮安未来将进一步健全惠企政策，在促进特色主导产业、台资重点产业发展、培育销售超百亿骨干企业挂牌、上市企业、国家高新技术企业等方面推出含金量更高的激励政策，助推企业做大做强。
　　青岛自贸区营商环境办公室主任周峰介绍，他们坚持市场化、法治化、国际化方向，对接高标准国际经贸规则，持续深化与国际接轨的一流营商环境建设，主要体现在投资、贸易、金融和生活这四个便利上。
　　“为了投资更加便利，我们持续加大放管服改革力度，提升政务服务智慧化水平，商事登记互通互办异地同窗，全国首创企业智能登记系统智能速批，59个行业完成一政通改革，跨国投资实现云上审批不见面。”周峰说，全国首个德资职业技能培训机构一天就拿到了营业执照，山东自贸区首家外商独资旅行社云上审批不到一个小时就实现了跨国入户。
