Disaster-stricken LGUs urged to make use of P5.6-B recovery aid

Department of the Interior and Local Government (DILG) Secretary Benjamin 'Benhur' Abalos Jr. (File photo by Joey Razon) MANILA - Department of the Interior and Local Government (DILG) Secretary Benjamin 'Benhur' Abalos Jr. on Sunday urged disaster-stricken local government units (LGUs) to access PHP5.58-billion financial assistance to fund their recovery process under the Local Government Support Fund-Financial Assistance (LGSF-FA) on or before Sept. 30. "Calamities and disasters are realities that we are accustomed to. Hence, the government continues to find ways to assist disaster-stricken LGUs through the LGSF-FA. We recognize that our LGUs need our help kaya naman (that's why) we urge them to take advantage of the financial assistance LGSF-FA has to offer," Abalos said in a statement. The DILG chief said LGUs greatly affected by weather disturbances and disasters that occurred this 2022 must grab this opportunity and support offered under the LGSF-FA to augment their budget resources, ensure smooth implementation of their projects, and most importantly, recover from the destruction the disasters caused. He said this move is timely and apt given that there are provinces, cities and municipalities that are still recovering from Severe Tropical Storm "Florita" and the magnitude 7.0 earthquake that hit Northern Luzon in July. "Ito ay tulong pinansyal para sa ating mga LGU upang sila ay makaagapay at makabawi sa pinsala na idinulot ng mga kalamidad sa kanilang lugar (This is financial assistance for our LGUs so that they can cope with and recover from the damage caused by the calamities in their area). This is the government's way to ensure that immediate assistance is extended to them," Abalos said. He also emphasized that new requests submitted beyond Sept. 30 will be automatically returned to the requesting LGU without any action as the department will endorse all eligible and compliant requests to the Department of Budget and Management (DBM) immediately after the deadline. In a recent advisory, he said that to avail of the LGSF-FA, interested LGUs must prepare and submit the Special Budget Request (SBR) signed by the local chief executive to the DILG with supporting documents. If applicable, a certification proving that undisbursed balances from 2016 to 2020 LGSF-FA have been returned to the National Treasury must likewise be submitted. He underscored that LGUs must ensure that utmost priority is given to programs and projects that are related to disaster response, rehabilitation and recovery. "We call on our mayors and governors to focus the allocation and utilization of the LGSF-FA on rehabilitation, reconstruction and rebuilding programs in order to lead their localities to sustainable recovery. Hinihiling namin na gamitin n'yo ang pondong ito para sa mga proyekto na makatutulong sa pagbangon ng inyong bayan (We ask you to use this fund for projects that will help in the recovery of your locality)." He also clarified that the limit for LGUs set by DBM will not apply to calamity-stricken LGUs as the DILG will be the one to determine the allowable amount of allocation for qualified LGUs. In the evaluation of requests, he explained that the DILG will base the amount per beneficiary LGU on the proportionate amount of damages incurred on infrastructure and agriculture as reflected in the Situational Reports of the National Disaster Risk Reduction and Management Council (NDRRMC) and the Department of Social Welfare and Development's (DSWD) Disaster Response Operations Monitoring and Information Center (DROMIC) Report. Abalos said that initially, LGSF-FA can only be used by recipient provinces, cities, municipalities and barangays for their infrastructure and repair programs and other projects under Special Provision No. 2 of the LGSF in the 2022 GAA. But with the DBM's amendment to its Local Budget Circular 142, the said fund was made available to disaster-affected LGUs, he noted. Among agencies with highest resolution rate Meanwhile, the DILG has ranked fourth in the Top 10 government agencies with the highest resolution rate of public complaints from January to June 2022 as reported by the Civil Service Commission's Contact Center ng Bayan (CSC-CCB) With a resolution rate of 88.24 percent or 15 out of 17 complaints lodged before the CCB resolved for the first half of the year, Abalos said the DILG takes pride in providing necessary assistance to the public and acting on public feedback in compliance with the number of days required under Republic Act 11032 of the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. "While this recognition serves as a testimony of the DILG's commitment to performing our duties and responsibilities, we vow to persistently advance participatory governance and transparency as we pursue the fulfillment of our mandate," he said. "We will continue to provide easy access channels for the public to reach the government and express their concerns to genuinely and directly address their needs at the grassroots." Abalos said the DILG shall ensure the effective and efficient delivery of basic services to achieve their clients' satisfaction as they uphold our core values of integrity, commitment, teamwork, and responsiveness. The CCB is a facility that provides easy access channels for the public to reach the government and express their feedback and other concerns on service delivery. It receives complaints on government offices' non-conformance with their respective Citizen's Charters; requests for assistance on pending requests and applications; queries on procedures and requirements; suggestions for further improvement of systems and processes; and commendation/appreciation of efficient service. Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 requires the inclusion of the CCB as part of the complaints mechanism in the Citizen's Charter of every government agency. Raffy Tulfo bats for proper wages for workers as mandated by law

MANILA -Senator Raffy Tulfo on Monday urged the government to lead by example in complying with labor standards so as to encourage private companies to give proper wages as mandated by law. Tulfo said the government must push for decent wages for their workers, especially to street sweepers and traffic aides, who are still being paid below the industry rate. "It is important to lead by example. Kung ang gobyerno ay hindi nagbibigay ng tamang sahod sa mga empleyado (If the government will not give proper wages to employees), how can we expect private companies to comply with labor standards and properly compensate their employees," Tulfo said. By doing so, he said private companies no matter how big or small, will follow the law and at the same time will end wage abuses. Under Local Budget Circular (LBC) No. 143 (s. 2022), the salary of street sweepers and traffic aides is dependent on the income classification of local government units (LGUs). Street sweepers, as indicated in the LBC, can earn a maximum of PHP14,993 a month to as low as PHP8,648, which is equivalent to an estimate of PHP376 a day. Traffic aides, on the other hand, can earn a maximum of PHP17,899 a month to as low as PHP9,181.00 or PHP399 a day. "If the government is serious in protecting workers' rights and fighting against unjust labor practices, it must start by ensuring that people working for the government are earning decent salary," the senator said. Street sweepers and traffic aides are considered the country's front-liners, especially at the height of the coronavirus disease 2019 (Covid-19) pandemic wherein they continued reporting to work despite the dangers brought about by the global health crisis. He said that a number of street sweepers and traffic aides are still getting wages below salary standard depending on the financial capacity of the LGUs, and if the LGU is low on income classification, the wages are also low. Pangandaman backs Marcos' campaign for prudent fiscal management

Marcos Jr. towards achieving prudent fiscal management and bureaucratic efficiency, as outlined in his first State of the Nation Address (SONA). "We, at the Department of Budget and Management, are one with the President and vow to contribute to the pursuit of economic prosperity where no one is left behind," the Budget chief said. According to Pangandaman, the DBM will facilitate the implementation of reforms to reverse the pandemic's adverse effects, sustain current economic gains, and restore the country's development trajectory. "We shall maximize our limited fiscal space and commit to prioritizing food sufficiency, infrastructure, and climate change goals. And we will do so with complete integrity, competence, and diligence," Pangandaman said. During the SONA, the Chief Executive underscored the need to institute government programs to achieve sound fiscal management, in order to swiftly address the effects of the pandemic to the economy. "In terms of the economy we will implement a sound fiscal management. Tax administration reforms will be in place to increase revenue collection. Expenditure priorities will be realigned and spending efficiency will be improved to immediately address the economic scarring arising from the effects of the COVID-19 and also to prepare for future shocks," President Ferdinand R. Marcos Jr. said. "The Medium-Term Fiscal Strategy of this Administration seeks to attain short-term macro-fiscal stability while remaining supportive of the country's economic recovery and aims to promote medium-term fiscal sustainability. Furthermore and more importantly, fiscal policy aims to bring together the national government's resources so that these are mobilized and utilized in order to gain the maximum benefit and the higher multiplier effect on our economy," Marcos added. For her part, Pangandaman expressed confidence on the leadership of Marcos to steer a course of stability and progress for the economy. "The economy is in good hands with our President," Pangandaman said. "The MTFF (medium-term fiscal framework) is our response to the socio-economic needs of our people today for competitiveness, inclusivity and sustainability so we are grateful that President Marcos is 100% attuned to this economic transformation agenda of the economic managers," the Secretary added. Pangandaman likewise expressed her gratitude to Congress for the support the bicameral legislature has given to the 2022-2028 MTFF. "With Congress's support for the MTFF, efforts will be harmonized which will facilitate prompt formulation and adoption of policies and reforms that will help the country back on the path to rapid economic growth," the Budget chief stated. Cash-based budgeting system The Chief Executive likewise identified the Budget Modernization Bill as a priority legislative measure of his administration. He underscored the need to fully implement the Cash-Based Budgeting System (CBS) as part of the government's thrust. "The Budget Modernization Bill seeks the institutionalization of the Cash-based Budgeting System (CBS) under Executive Order No. 91, s. 2019, to strengthen fiscal discipline in the allocation and use of budget resources by ensuring that every peso budgeted by the government would lead to the actual delivery of programs and projects. The full implementation of the CBS is timely and vital as the government executes response and recovery plans post-pandemic," President Marcos said. To fulfill this directive, Pangandaman said that the DBM will ensure the adoption and strengthening of the CBS implementation for the whole-of-government, coupled with other key reforms such as the Early Procurement Activity, to sustain the initial gains and "ensure that every peso budgeted by the government would lead to the actual delivery of programs and projects." Under the CBS, all appropriations shall be made available for obligation and implemented only until the end of each fiscal year, while payments for obligations incurred may be settled within the year or up to an extended period of three months after the end of the validity of appropriations. This will address bottlenecks in obligations, which will lead to on-time implementation and disbursement of the government's programmed projects. Rightsizing for lean, efficient gov't workforce Marcos ordered the establishment of a lean, efficient and responsive government workforce. "[This is] a reform mechanism that seeks to enhance the government's institutional capacity to perform its mandate/functions and provide better services, while ensuring optimal and efficient use of resources," Marcos emphasized. "Compared to previous government reorganization efforts, the NGRP [National Government Rightsizing Program] will entail a comprehensive strategic review of the functions, operations, organization, systems and processes of the different agencies, and massive and transformational initiatives in agencies concerned, such as merger, consolidation, splitting, transfer, and abolition of offices. The rightsizing efforts will also involve the conduct of a comprehensive strategic review of functions, programs and projects that cuts across various agencies," the President added. To this end, Pangandaman said that the DBM will support the streamlining of the bureaucracy through the NGRP which will also generate savings for the government to fund priority projects. "At the end of the day, a bloated and double-layered bureaucracy is a great disservice and a burden to our citizenry," Pangandaman underscored. The Budget secretary, however, pointed out that the NGRP does not automatically equate to the reduction in the number of personnel in government agencies. "Rightsizing will strengthen the entire organization through the implementation of structural and procedural reforms that will ensure the government's efficiency and productivity," she highlighted. Digital transformation In his speech, Marcos stressed on the importance of pushing forward his administration's campaign on digitalization. "We are entering an age of exponential adoption of technology. It is the 4th industrial revolution. This will be characterized by the infusion of technology into almost every facet of our lives. Breakthrough technologies in the areas of quantum computing, artificial intelligence, nanotechnologies, internet of things... among others that will radically transform the way business is done," the President said. Pangandaman vowed to support the President's push for digitalization that will accord the highest priority to public sector programs that promote transparency, accountability and good governance. "We shall expedite the digitalization of our public financial management system and the reforms on the procurement process and law," she said. Pangandaman said the DBM shall roll out its first 100-day Roadmap on Digitalization to diminish human discretion and eradicate corruption, through the exploration of capabilities of cloud infrastructure and application programming interfaces (APIs) for real-time processing of government service, as well as blockchain technology for decentralized transparency. "Ultimately, emerging technologies and capabilities will be utilized to digitize government processes, in accordance with the President's 8-point socio-economic agenda," Pangandaman said. "We will focus on enhancing the Government Integrated Financial Management Information Systems (GIFMIS), that facilitates the generation of vital information on all aspects of government financial transactions, to be made publicly accessible through information technology," the Secretary added.
