Bacolod City parks get facelift

(Photo courtesy of Raquel Gariando) BACOLOD CITY - Three public parks in this city have undergone a facelift using a total of PHP27.8-million allocation from the Local Government Support Fund-Assistance to Cities (LGSF-AC). Implemented under the "Green,Green,Green" program, the projects include improvements in the Rizal Park and Negros Occidental High School (NOHS) promenade, both located along Araneta Street, and the Zen garden adjacent to the children's park behind the Government Center. Mayor Evelio Leonardia, who led the series of unveiling activities on Friday, said the city government was able to avail of the funds during the term of Budget Secretary Wendel Avisado. "All these were implemented with the funds of the national government. Let me very clear about this. This money is only meant for parks," he told reporters. Some PHP9.4 million has been allocated to rehabilitate the Rizal Park, including the provision of concrete curbs and gutter, security outpost and benches, shrubs and flowering plants, sidewalk and permeable pavers, additional street lamps, and recreational equipment for children, and an outdoor fitness area. With an allocation of PHP6.5 million, the NOHS promenade improvements included landscaping and new lighting as well as repaired sidewalks, gutters, ramps, curbs, decorative walls, and pond. Added features were new plant boxes, concrete benches, a waiting shed, and steel street railings. The Zen Garden behind the Government Center has been planted with fresh shrubs and flowering plants and has improved sidewalks and permeable pavers, street lamp posts, trellises, and recreational equipment with funding of PHP11.9 million. In 2019, the Department of Budget and Management issued Local Budget Circular 120 prescribing the guidelines on the release and utilization of the LGSF-AC. The amount appropriated "shall be used to enhance the existing or develop new public open spaces in publicly-owned lands that are free and accessible to the general public, and serve the purpose of making cities sustainable, livable and resilient by designing for the environment and for the people", it said. DSWD to aid 'excluded' batch of typhoon-affected families

This was explained by DSWD Assistant Secretary Glenda Relova during Thursday's dialogue with Iloilo mayors and their representatives on the provision of assistance held at the Casa Real in this city. "Our reckoning period is all data after Dec. 28 and ends on Jan. 5. For those who have not submitted their data, please coordinate with the DSWD field office," she said. The DSWD through its assistance to individuals in crisis situation can provide up to a maximum of PHP5,000. DSWD Western Visayas Regional Director Ma. Evelyn B. Macapobre said they have information that their request (for assistance for those whose names were first excluded) has already been approved and they will soon be coordinating with LGUs for the schedule of the payout. To recall, the DBM downloaded funds to local government units (LGUs) on Dec. 23 and 26 as mandated under the Local Budget Circular (LBC) 140 to augment the local disaster risk reduction and management fund (LDRRMF). The funds can be used for disaster response, disaster recovery, and the purchase of disaster equipment. In some areas, Relova said LGUs opted to assist their constituents with totally and partially damaged houses. Another fund was downloaded on Dec. 29 as mandated under LBC 141 and committed by President Rodrigo Duterte as financial assistance to low-income, severely affected individuals. "When we say severely affected, they were present during the typhoon," she said. The amount to be given is PHP1,000 per individual or a maximum of PHP5,000 per family. Apart from DBM-downloaded funds, the National Housing Authority (NHA) also allocated PHP100 million per province. Relova reminded LGUs that those who received assistance from the NHA could no longer receive aid from the LBC 140 and LBC 141 or the DSWD. (PNA file photo by Alexander Lopez) BUTUAN CITY - Agusan del Norte Governor Dale Corvera is thanking President Rodrigo Roa Duterte and the national government for the provision of immediate response to towns badly hit by Typhoon Odette in December last year. In a message sent to Philippine News Agency Wednesday, Corvera said the Department of Budget and Management (DBM) has downloaded two separate funds directly to the different local government units (LGUs) in the province amounting to PHP53.4 million and PHP154.5 million. "The DBM downloaded the funds to the different LGUs starting last Dec. 29, 2021. The funds are intended for disaster response, rehabilitation, and recovery of towns, and the provision of assistance to the affected residents by Typhoon Odette," Corvera said. The funding, he added, will allow the LGUs in the province to provide immediate and appropriate interventions in their localities and to the affected residents. The PHP53.4 million was released through the Local Budget Circular No. 140 dated December 28, 2021, of the DBM that set the guideline on the release and utilization of financial assistance to LGUs affected by Odette. The other funding, the PHP154.5 million, was downloaded through Local Budget Circular No. 141 of the DBM that will provide PHP1,000 to a maximum amount of P5,000 per family affected by Odette. The 10 municipalities in the province that received the assistance include Buenavista, Carmen, Jabonga, Kitcharao, Las Nieves, Magallanes, Nasipit, Remedios T. Romualdez, Santiago, and Tubay. Funds were also released to the city governments of Cabadbaran and Butuan. "The people of Agusan del Norte is truly grateful to President Duterte and the national government," Corvera said. (PNA) }
