By Eduardo Rueda / Investigative Reporter The San Diego County Board of Education placed long-time County Superintendent Randy Ward on administrative leave as they initiate a forensic audit in the wake of a lawsuit claiming Ward was engaged in self-dealing. At the monthly meeting of the County Board of Education on Wednesday, July 13, several teachers spoke about concerns raised in a lawsuit filed last week by the California Taxpayer Action Network (CalTAN). The lawsuit alleges that Ward asked for and received an amendment to his contract in 2014 that connected his pay raises to those given to teachers and classified employees of the County. ....
By Eduardo Rueda – Investigative Reporter The San Diego Grand Jury released a report critical of past actions of the San Ysidro School District, citing missing funds, destruction of documents, and an overall lack of financial accountability spanning several years. The report calls attention to the District’s lax financial controls and lack of oversight by the school board members sitting between 1997 and 2014. The report lays most of the blame on “staff”, meaning the superintendent and his administrators. The bulk of the inappropriate activity occurred during the tenure of Superintendent Manual Paul who headed the District from 2007 to 2013. Several members served for long tenures during that period, including Yolanda Hernandez and Jean Romero, who each served over a dozen years on the board. Other members that served during this period were Raquel Marquez Maden, Paul Randolph, Jose Barajas, and Jason Wells. ....
Taxpayer Group Sues County Schools Chief By Eduardo Rueda – Investigative Reporter The California Taxpayers Action Network (CalTAN) has filed a lawsuit against San Diego County Board of Education Superintendent Randy Ward and Assistant Superintendent Lora Duzyk, alleging the schools chief rigged the process to allow himself to approve his and Duzyk’s salary increases without performance reviews, including a recent raise they took last week on July 1st. CalTAN filed its lawsuit Thursday, July 7th, and immediately issued a “Request for Preservation of Evidence for Use in Litigation” asking the SDCOE to “ take all steps necessary to preserve any and all information” including “ ....
County Superintendent Resigns, Interim’s Contract Approved By Alberto Garcia Randy Ward, San Diego County Superintendent of Schools, has resigned his position after having being placed on administrative leave in July. His contract will end on November 15. Ward was suspended with pay after the California Taxpayers Action Network (CalTAN) filed a lawsuit against Ward alleging he was self-dealing in approving his own raises during the past two years. In 2014, Ward’s contract was amended to include a “me-too” clause that gave him the same pay raise as what teachers received, even though Ward led the negations that determined the raises. The CalTAN lawsuit claims that self-dealing is a violation of state conflict of interest laws. ....
By Eduardo Rueda / Investigative Reporter San Ysidro School District’s former Superintendent cashed out the value of a life insurance policy last year without the approval of the school board. Julio Fonseca, who served as Superintendent from July 2015 until he abruptly resigned last month after a sexual harassment claim was filed against him by a female District employee, cashed out $106,000 in payments allegedly in exchange for a life insurance policy granted to him in his employment contract. Fonseca’s original employment contract with the District, approved in June 2015, included a base salary of $185,000, a $600 monthly expense allowance, $7,500 for moving expenses, $10,000 for relocation costs, 24 vacation days per year, 24 sick or personal days off per year, full health insurance benefits for him and his family, and a “District-paid term life policy in a benefit amount of $100,000.” ....
