LOWVILLE — A Lyons Falls man accused of resisting arrest was charged with three misdemeanors by state police. Philip R. Reiter, 35, was charged with resisting arrest, seventh-degree criminal possession of a controlled substance and first offense operating a motor vehicle while impaired by drugs.
