Maceda named Comelec commissioner

The Commission on Elections confirmed yesterday the appointment of Ernesto Ferdinand Maceda Jr. and the reappointment of Ernesto Celis as new commissioners of the poll body, a few months before the barangay and Sangguniang Kabataan polls in December this year.

Cavite special polls depends on fate of 2022 BSKE: Comelec

Comelec acting spokesperson John Rex Laudiangco (File photo) MANILA - The special polls for the 7th congressional district of the province of Cavite will depend on the fate of Barangay and Sangguniang Kabataan Elections (BSKE) set for Dec. 5 this year, an official of the Commission on Elections (Comelec) said on Wednesday. Comelec acting spokesperson John Rex Laudiangco said they are looking at two scenarios on the holding of the special polls. "If the BSKE will push through in December, we will set it (special polls) on March 25, 2023. If a law was passed postponing the village and youth polls, we are looking into the possibility of setting it this year, perhaps late December 2022 or at the very least, January 2023," he said in a message to reporters. On Tuesday, the House of Representatives passed on third and final reading the measure to postpone this year's BSKE to December 2023. Meanwhile, the Senate has yet to come up with its decision on the fate of the Dec. 5 polls. On the other hand, Laudiangco noted that they are now preparing resolutions on the holding of the special polls in Cavite as the permanent vacancy of the province's 7th district has been transmitted. "The budget and the machines to be used are being prepared. We are looking at holding automated polls since it is cheaper and faster. The machines are there, we just have to prepare the program and print the ballots for it," he said at the Laging Handa briefing Wednesday. "In the coming weeks, we will issue resolutions on this. One thing is certain that the special elections for the representative of 7th District of Cavite will be held," he added. The congressional post was left vacant after elected Representative Jesus Crispin Remulla accepted President Ferdinand Marcos Jr.'s nomination to be the Secretary of the Department of Justice (DOJ). Commissioner Marlon Casquejo was designated earlier by the Commission en banc as Commissioner-in-Charge for the Cavite special polls. (PNA) }

"As expected, I had always believed it was not a protest to take seriously," he told reporters on Monday afternoon, but said he has not officially received a copy of the order yet. "We know for a fact it was a clean and orderly elections. There were no reported irregularities. Majority of the votes have already spoken. (We) might as well focus on more important matters in getting our services and commitments (delivered) to the City of Bacolod," he added. In Election Protest Case No. 008-2022, Leonardia had sought a manual recount of the votes in all 450 clustered precincts and asked the Comelec to declare "failure of elections" and conduct special polls due to alleged massive vote-buying and the presence of fake voters. After unofficial copies of the eight-page Comelec ruling circulated on social media last weekend, the camp of Leonardia also said they have not received yet a copy of the order. The Sept. 7, 2022 order, signed by Presiding Commissioner Marlon Casquejo and Commissioner Rey Bulay, dismissed the election protest for "being improperly filed and for being insufficient in form and content." "It bears stressing that the process of manual recount is not a tool intended to replace proof with suppositions or evidence with assumptions. Baseless and unsubstantiated protest remains impermissible in order to fully protect the true will of the electorate as truthfully reflected in the results of the elections," the order further stated. It added that "(t)hough defeat in any election is desolating for the losing candidate, an election protest must not be used as a vindication of a lost opportunity to serve the public, or at worst an unjustified assertion of wounded pride". During the May 9 elections, Benitez, who ran under the Asenso Bacolod party, got 171,893 votes while Leonardia of Grupo Progreso garnered 107,447 votes. In a statement, Leonardia's spokesperson, Dr. Chris Sorongon, said they "cannot comment yet on the reported decision being unaware of the reasons allegedly made by the Second Division". Still, he said their camp will "exhaust all available legal remedies to ensure justice will be done to the voters of Bacolod City". (PNA) }
