It also seeks to confer the NDLEA the power to grant and revoke licenses for the cultivation of Cannabis or any of its species; establish a system for registration of cannabis growers and users , as well as to set a legal framework for the registration and licensing of cannabis growers and producers in Nigeria.

A non-governmental organisation, the Global Initiative on Substance Abuse, is set to train 16,000 secondary pupils in Lagos State alongside their teachers and parents this year.
The programme, according to GISA, is another phase of training after over 400 practitioners in Nigeria were trained in evidence-based drug and substance abuse prevention.
The number comprised 40 national trainers, 295 practitioners, 34 school-based prevention specialists, and 33 workplace prevention, management and policy specialists drawn from different professions and organisations.
The Founder and Executive Director of GISA, Dr. Martin Agwogie, disclosed these in a statement to mark the 2nd anniversary of the commencement of the Universal Prevention Curriculum for substance use disorders in Nigeria.
