The city’s average annual precipitation total is 25 inches. Horrifying videos on social media showed passengers trapped in subway cars slowly filling with water, people and cars swept away by raging currents, and last-ditch rescue efforts across the city. Images shared on social media showed the man dangling in the middle of the 100metre-high bridge, in the north-east of the country, which was smashed by gales reaching up to 150km per hour.
