DOWLING — The green cabins sit quietly near the shore of Clear Lake, and down by the boat dock, the canoes are stacked neatly. The chairs in the dining hall are pushed to the edge of the room, and the dorms, with their dark brown bunk beds, have stood empty for more than a year.
