Breaking Bond reports have some lawmakers wanting change
FOX 26's Randy Wallace's reports on fugitives who commit crimes while on multiple and felony PR bonds are grabbing the attention of lawmakers.
AUSTIN - "Public safety is at higher risk when habitual offenders recognize that shortly following the nuisance of an arrest they will be released right back into the community over and over again," said Rania Mankarious CEO of Crime Stoppers of Houston.
For more than a year now, FOX 26 has been telling you how at least 90 people have died at the hands of repeat violent offenders freed by judges who grant them multiple felony bonds or PR bonds.

How many times have you heard a news story about a violent criminal being released with no bond in Southeast Texas only to be accused of a new violent crime a few days later?
There are dozens of examples of dangerous inmates being released in Houston and who go on to immediately commit new crimes (sometimes murder) shortly after they get out of jail.
Now Texas lawmakers are putting their foot down.
In response to the Caitlynne Guajardo story and an increasing number of homicides in the county allegedly committed by suspects released on low-dollar felony or PR bonds, state Senator Paul Bettencourt (R-Houston) announced at Monday’s press conference that he has filed “Caitlynnne’s Law,” legislation crafted to address the problem in the county and statewide.

Senate Bill 532, or Caitlynne's Law, named after Caitlynne Guajardo, on bail reform was filed Monday. Caitlynne was four months pregnant when she was killed, allegedly by her husband Alex Guajardo, who was out on bond for assaulting her.

HOUSTON – Senator Paul Bettencourt and Crime Stoppers of Houston held a press conference on “Caitlynne’s” bill filing on Personal Recognizance Bonds (PR bonds) Monday. Introduced by Bettencourt, the bill focuses on a growing public safety issue. The bill would prevent defendants from release on multiple PR bonds.
The press conference started at 10 a.m. at the Crime Stoppers of Houston Building and included several community leaders/officials.
The press conference comes nearly two years after pregnant Pasadena mom Caitlynne Infinger Guajardo was allegedly killed by her husband, who was out of jail due to a PR bond.
Police said Alex Guajardo, 22, had just been released from jail on a personal recognizance bond after he was accused of killing the family cat and hitting his wife in the face. Police said the man admitted to killing his wife, stabbing her nearly 20 times.
