New Jersey corrections officials declined for a second time to make the prisoner available via phone or video for a hearing in New Mexico, his public defender said.
Lannon is currently serving a prison sentence in New Jersey for beating his childhood mentor to death after allegedly going on a killing spree in New Mexico.
