The joint reference will spur the International Joint Commission to convene a binational board of experts and stakeholders to analyze and advise on solutions for selenium contamination in Lake Koocanusa, a transnational reservoir created by the Libby Dam on the Kootenai River. Such a board would likely include scientists, tribes and governments of all levels from both nations.
