Nonprofit coalition pushes back against attacks on citizen-led ballot initiatives

Some Arkansans are pushing back on attacks to citizens' rights to engage in the legislative process.

A coalition of citizens’ groups is getting loud about two Republican-sponsored measures that will make it much harder for grassroots campaigns to get citizen-led initiatives on the ballot.
Sen. Breanne Davis (R-Russellville) and
Rep. Michelle Gray (R-Melbourne) would outlaw paying canvassers based on how many signatures they gather. The measure already passed out of the Senate on its way to the House.

Rep. David Ray (R-Maumelle) and
Sen. Bart Hester (R-Cave Springs), would move the goalposts substantially on what it takes to get a citizens’ ballot initiative passed. HJR 1005 would require a 60% favorable vote, rather than the simple majority currently required.

LITTLE ROCK, Ark. (KAIT) - Lawmakers went back to the Capitol Monday for another busy week, with bills and an announcement on a proposal for the state’s new Medicaid expansion program.
Gov. Asa Hutchinson and lawmakers announced an overhaul to medicare expansion, ARHOME, which would encourage participants to work.

LITTLE ROCK, Ark. – Two local lawmakers are sponsoring a bill filed Thursday in the Arkansas legislature seeking to answer a question many parents and prospective college students ask almost on a daily basis: how much will it cost to go to college?
The bill, SB397, is sponsored by Sen. Missy Irvin (R-Mountain View) and Rep. Nelda Speaks (R-Mountain Home).
Among the co-sponsors are Sen. Breanne Davis (R-Russellville), whose district includes portions of  and Newton counties, and Michelle Gray (R-Melbourne).
KAIT reports the lawmakers say in the bill they are attempting to provide information at a key time for parents and students alike.

LITTLE ROCK, Ark. (KAIT) - A bill was filed Thursday in the Arkansas legislature, seeking to answer a question that many parents and prospective college students ask almost on a daily basis: how much will it cost to go to college?
They include Reps. Frances Cavenaugh (R-Walnut Ridge), Deborah Ferguson (D-West Memphis) and Michelle Gray (R-Melbourne).
Lawmakers said in the bill they are attempting to provide information at a key time for parents and students alike.
“The Arkansas Higher Education Coordinating Board shall create a Higher Education Consumer Guide that is designed for use by prospective students and parents and legal guardians of prospective students at a state-supported institution of higher education,” the bill noted.

House committee defeats bill to allow 'conscience' refusal to provide or pay for medical services

The House Public Health Committee today declined to endorse SB 289 which allows a medical practitioner, healthcare institution, or health insurance payer not to participate in a healthcare service that violates their conscience.

The vote was 8 for to 10 against, with Rep. Jim Dotson not voting and Chair Jack Ladyman abstaining.
An extensive presentation for the bill was followed by abbreviated public testimony, but it included heavyweight opposition from a former Supreme Court justice, UAMS and the Arkansas State Chamber of Commerce.

Testimony included support from
Surgeon General Gregory Bledsoe, speaking individually, who opposed the legislation in 2017. Since then, he said, circumstances have changed. Bledsoe, a candidate for lieutenant governor, said he saw no problem needing a solution then. Now, he said, said he feared federal intervention to force providers to do procedures they oppose.
