Contracts support future long range assault aircraft

The Program Executive Office for Aviation, working with Army Contracting Command, has awarded the Future Long Range Assault Aircraft Competitive Demonstration and Risk Reduction Phase II project agreements under the Aviation and Missile Technology Consortium Other Transaction Authority to Bell Textron Inc. and the Sikorsky-Boeing Team.
These agreements will require the project agreement holders to complete an initial preliminary design for major subsystems and the conceptual weapons system. The Army awarded Bell $195 million and Sikorsky-Boeing $189 million.
The FLRAA Project Office will conduct the CD&RR Phase II simultaneously with the source selection activities including preliminary analysis of requirements for Special Operations Command, Medevac and defense exportability features in the FLRAA aircraft. ....

The last couple of years have seen the US and UK military adopt open architectures as the preferred alternative to custom and proprietary electronics technology designs. The Commercial-off-the-Shelf (COTS) Initiative was first introduced in 1994 but, arguably, the real paradigm shift took place in 2019, when the U.S. DoD issued a memorandum mandating the use of the Modular Open Systems Approach (MOSA) for all weapons systems going forward and which was then made law, requiring all defence acquisition programs (MDAP) to be designed and developed using a MOSA. ....

Both houses of Congress now have voted to pass the National Defense Authorization Act (NDAA) for Fiscal Year 2021. Although the threat of a presidential veto still hangs over the NDAA, we highlight below a few of the procurement-related provisions that likely will remain once the NDAA is enacted and will be of wide interest to federal contractors. Note that many of these new statutory provisions will require implementation through notice-and-comment rulemaking before they are likely to have any practical effect on contractors.
