(Courtesy of PHLPost) MANILA - Postmaster General Norman Fulgencio of the Philippine Postal Corporation (PHLPost) was guest speaker during the 60th founding anniversary celebration of the Asian-Pacific Postal Union (APPU) held at Shangri-La Hotel Bangkok in Thailand over the weekend. He cited the gains of the country in pushing for the digital innovation and modernization of PHLPost. "Under the new administration of President Ferdinand Marcos Jr., he prioritized the digitalization of public services towards greater efficiency and accountability of public services including the Post Office. In this ever-changing times, digital innovation is the only way to go for businesses to be relevant," Fulgencio said in his speech. Among PHLPost's gains are the relaunch of its website wherein clients can digitally pay their duties and taxes as well as do online purchasing of stamps and partnership with the Bureau of Customs for the adoption of digital transactions. He said the electronic-commerce revolution presents a vast economic potential for the Asia-Pacific, being one of the largest regions in the Universal Postal Union. "There is a need for each country to collaborate and cooperate effectively amid the rapid advancement in technology and globalization," he said. The APPU is an intergovernmental organization that extends, facilitates, and improves postal relations among the 32 member countries in the Asia-Pacific region -- Philippines, Australia, China, Korea, New Zealand, Thailand, Afghanistan, Bangladesh, Bhutan, Brunei Darussalam, Cambodia, Fiji, India, Indonesia, Iran, Japan, Lao, Malaysia, Mongolia, Maldives, Myanmar, Nauru, Nepal, Pakistan, Papua New Guinea, Samoa, Sri Lanka, Singapore, Solomon Islands, Tonga, Vanuatu, and Vietnam. "This event is very special for all of us. First, we celebrate this historic and momentous occasion in solidarity with each of our country's postal services. Secondly, we appreciate your recognition of the role of the Philippine government in the foundation of APPU 60 years ago. It is our pride and honor that for the first 40 years of its history, the Asian-Pacific Postal Union was based in Manila with the Postmaster General as Director," Fulgencio said. Other speakers included Masahiko Metoki, director general of Universal Postal Union International Bureau; Lin Hongliang, secretary general, APPU; and Ajarin Pattanapanchai, Permanent Secretary of the Ministry of Digital Economy and Society of Thailand. Dr. VP Singh will take over as secretary general beginning 2023 after he was elected at the 13th APPU Congress, also on Friday. The APPU was conceptualized from a postal roundtable in Manila in 1961, with 18 countries drawing up the Asian-Oceanic Postal Convention that was held in April 1962. In 2002, the APPU moved to Bangkok and the director position was opened to election by the member countries. (PNA) }

PHLPost sets up 'plaza-type' distribution of unclaimed nat'l IDs

(Photo courtesy of PHLPost) MANILA - The Philippine Postal Corporation (PHLPost) said Monday it is coordinating with concerned barangay offices to organize a weekend "plaza-type" distribution of unclaimed Philippine Identification (PhilID) cards. In a Laging Handa briefing, Postmaster General and chief executive officer (CEO) Norman Fulgencio, said all unclaimed PhilIDs during the first and second house-to-house delivery attempts will be scheduled for a weekend 'plaza-type' distribution. "Meron tayong ginagawa schedule sana on a Sunday maipatawag ng kapitan na mai-organize para lahat noong mga nasa partikular na area na yun mai-deliver natin yung ating mga IDs doon sa plaza, basketball courts, o barangay hall (We are conducting a Sunday schedule wherein we are coordinating with barangay captains to organize a delivery of PhilIDs within their respective plazas, basketball courts, or within their barangay halls)," Fulgencio said. He said the PHLPost would try to send the PhilIDs up to three times, including the 'plaza-type' distribution, to those owners who were not home during the first and second attempts of delivery. Fulgencio advised the public to track their PhilIDs on the PHLPost portal https://tracking.phlpost.gov.ph. Some 14,033,000 physical cards have been delivered to owners as of July 8. Fulgencio said there are still 700,000 PhilIDs that are scheduled for delivery. So far, the Philippine Statistics Authority (PSA) has registered 74 percent or 68.3 million out of its 92 million targets as of June 30. Former president Rodrigo Duterte signed the Philippine Identification System (PhilSys) Act or Republic Act 11055 in August 2018, allowing Filipinos to acquire a PhilID which aims to boost seamless government and private services where they will only need to present one ID during transactions. The PhilID shall be a valid proof of identity and a means of simplifying public and private transactions, enrollment in schools, and opening of bank accounts. (PNA) }

PHLPost continues to digitalize internal, external ops

MANILA - The Philippine Postal Corporation (PHLPost) on Monday said it continues to adopt digitalization and online innovations featuring its seamless internal and external operations. Postmaster General Norman Fulgencio said the PHLPost has just recently conducted an enterprise resource planning to start over the digitalization of its internal office processes. The output of the planning includes the relaunching of its website wherein clients can digitally pay their duties and taxes as well as do online purchasing of stamps with PHLPost. Fulgencio said they have also partnered with the Bureau of Customs (BOC) for the adoption of digital processes during transactions. "I think iyong sa BOC natin (I think our BOC), it will be implemented by tomorrow 'no, dahil nakuha na ho namin iyong notarized copy noong ating (because we already got the notarized copy of our) agreement with the Bureau of Customs," he said in a Laging Handa public briefing. Fulgencio also said PHLPost will soon launch its first mobile application which features the seamless tracking and tracing of deliveries. "We're just waiting for the release of our application in the Play Store. And then while waiting for that, mayroon pa tayong mga idinadagdag na features doon na pakikinabangan ng publiko (we will include additional features that can be beneficial to the public)," he added. Fulgencio said there is an ongoing innovation to the Post Office's old system for money transfer and international remittance. The PHLPost is set to formulate a new postal card with the integration of financial features, he added. (PNA) }

(Photo courtesy of PHLPost) MANILA - The Philippine Postal Corporation (PHLPost) has partnered with UBX, a leading open finance platform in the Philippines, to launch "Kasama Lahat", a capacity development project which will transform the country's premier postal agency into a modern hub that offers financial and data services. Postmaster General Norman Fulgencio and UBX president John Januzczak signed the agreement on Thursday to transform each post office outlet into a community financial center, promoting financial inclusion, especially in far-flung areas. "The Post Office Digital Innovation signifies the commitment and support of the Post Office under the new administration of President Ferdinand Marcos Jr. in serving the public who deserve no less than the best postal service by global standards," Fulgencio said in a news release on Saturday. Under the partnership, UBX will provide the necessary technical knowledge in digital finance and open finance to hasten the Post Office's digital transformation journey. With its ubiquity and reach, the Post Office is well-positioned to provide the customers with necessary financial services, through its network in cities and municipalities nationwide. Through the "Bangko sa Barangay" service of UBX, the Post Office will be able to transform thousands of its outlets nationwide into financial hubs, offering various types of services such as disbursements, fund transfers, cash withdrawals, loan applications, payments, insurance, and collections, among others. PHLPost has approximately 1,300 outlets across the country. "This groundbreaking partnership with the Post Office reflects our strong commitment to include everyone into the country's financial system. With its reach and data, the Post Office has the power to drive financial and social inclusion through its digital transformation initiative," Januzczak said. Aside from transforming each postal outlet into a community financial center, the partnership will also empower postmen or letter carriers to become cash agents. They will be trained to provide guidance on how to apply for financial products and services, as well as to supervise the provision of these services. In the long term, "Kasama Lahat" aims to establish the Post Office as Open Finance Hubs, which can process data transactions as well, such as validation of customer information for loan applications, asset validation, and even collection or debt restructuring services. The Post Office will also be able to establish a product line that will establish its financial independence from the budget provisioned by the government, giving the postal agency a more sustainable business culture. The profit margins will allow it to continue its vision of modernization. "Our digital transformation journey, powered by UBX, allows us to diversify our services beyond the Filipino people's postal needs. With our network of over 1,300 outlets and more than 3,500 postmen, we are in a unique position to provide financial services that promote both financial and social inclusion in the country," Fulgencio said. Data from the Bangko Sentral ng Pilipinas showed that 47 percent of Filipino adults are still unbanked. The government aims to include at least 70 percent of Filipino adults in the country's financial system by 2023. (PR) }
