LOCK HAVEN — The city of Lock Haven has declared a snow emergency. City Manager Gregory Wilson issued a release which said on-street parking in the downtown area will be prohibited beginning today at 3 p.m. The emergency is in preparation for a snowstorm which is expected to bring inches of snow and begin sometime this afternoon.
