Beirut, a year later: Lebanese civilians take charge of their future


Right after the devastating blast in the port of Beirut, Lebanon’s civil society swung into action, its skills well practiced after a series of national crises created or made worse by chronic political dysfunction. The result, one year later, is the emergence of a vigorous and competent movement that has seized the reins of rebuilding and convinced donors to bypass corrupt government institutions.
“Civil society managed to organize themselves into a pseudo-government. ... It was extraordinary,” says Paul Naggear, whose daughter was killed in the explosion. “They say, ‘My role is not to replace the government; it’s too much responsibility.’ But when they saw ... there was no [government] response, they had to step in.”

BEIRUT—Sitting in a one-room basement apartment in this city’s Fassouh neighborhood, Waad Hariri explains how her family lost their home following the catastrophic port explosion last year.
As her three young children run circles around her, and her husband sits calmly by her side, Hariri told The Daily Beast they had watched their three-bedroom home in the underprivileged neighborhood of Karantina be renovated following the blast, only for them to be evicted by the owner before it was completed.

This year has been devastating, but nowhere more so than for Beirut. Somewhat miraculously, the Lebanese capital had clung to its status as a progressive enclave – with the most vibrant club culture and irrepressible, self-organized art scenes in the region – despite episodic bouts of violence and chronic political instability. Then, a chemical explosion brought the city to its knees and laid bare years of neglect by the country’s political leaders.
This August – amid a growing pandemic and the worst economic crisis in Lebanese history – one of the largest ever non-nuclear explosions decimated the city, killing 204 people, injuring 6,500, and destroying large sections of Beirut’s LGBTQI+ safe area, as well as its fashion and artistic hubs.

Christmas, residents of the Karantina area in Beirut hope to celebrate the festival at the neighbourhood's century-old church.
A group of volunteers, commissioned by Offre Joie, a local Lebanese NGO, is
on a mission to rebuild the Saint Mary Maronite Church that was damaged in the deadly port
explosion.

200 people, injured thousands, and caused destruction in large parts of the capital. The damage is estimated to be $15 billion.
“The goal is to rebuild it respecting the standards set by the Directorate General of Antiquities,” said Nicole Sfeir, 27, the Lebanese architect leading the renovation team.
“The walls will be made with sandstone, and we’ll be making the ceiling’s intricate wooden arc and windows with Victorian wood. The rest of the church will be painted white to reflect the spirituality and purity of the place.”
