Inmates, advocates sounding the alarm about pilot program at Toronto East Detention Centre
Inmates, advocates and a correctional officer at Toronto East Detention Centre say conditions for some inmates have deteriorated since the launch of a new pilot program that separates them into minimum, medium and maximum security units. The Ministry of the Solicitor General says it plans to review the effectiveness of the project once it's completed.
