A proposed hike in Illinois' annual registration fee for electric vehicles, from $17.50 to $1,000, is being called unfair by current EV owners, and a sales disincentive by manufacturers - just as the new technology is beginning to gain broader traction.

"It's outrageous," said Nicoletta Skarlatos, 56, of Chicago, who bought a Tesla Model S five years ago. "I thought Illinois was progressive and would want to encourage EV ownership."
Aimed at raising money to make overdue road improvements across Illinois, the proposed legislation would also more than double the state's gas tax to 44 cents a gallon and raise the registration fee for standard vehicles to $148, from $98, among other elements.

Prices for new and used cars continue to go up as a microchip shortage continues to affect the industry.
Used cars have been more heavily impacted. According to the U.S. Bureau of Labor Statistics, used car prices have jumped 21% since April 2020. In Illinois, used car prices have increased nearly 15% over the past year. New car prices have increased 2% during the same time period.
Used vehicles saw May’s largest month-over-month inflation, with prices jumping over 7% in the latest Consumer Price Index report. That followed a 10% surge in April.

The Illinois car dealer lawsuit against electric automaker Rivian is the latest chapter in a nationwide debate over the options consumers have to buy cars.
Many states, including Illinois, have laws to restrict new car sales to independent dealers. University of Michigan law professor Daniel Crane said those are a product of the days the Big Three manufacturers Ford, General Motors and Chrysler dominated car sales, as opposed to the variety of automakers that exist now.
“They had disproportionate bargaining power vis-a-vis their franchise dealers," said Crane. "You had just the Big Three, dealers were mostly mom and pop organizations, and the argument that dealers made was that the Big Three were taking unfair advantage of them.”

(The Center Square) – A group of car dealers has filed suit against Secretary of State Jesse White and two electric vehicle makers claiming state law prohibits unlicensed and unregulated manufacturers from owning dealerships.
“There’s a host of issues out there that are required by dealer licensing laws … We just think that if the manufacturers want to try and sell direct, they have to abide by those same types of rules and regulations,” said Pete Sander, president of the 2,300 member Illinois Automobile Dealers Association.
Two new electric vehicle companies, Lucid Motors and Rivian, are taking online orders directly from Illinois buyers, bypassing the traditional automotive sales path through independent Illinois dealership franchises.
