Eleazar vows to eradicate ‘padrino’ policy in PNP recruitment

Newly installed Philippine National Police (PNP) chief Police Lieutenant General Guillermo Eleazar on Friday underscored that the "padrino" system had no place in the police organization.
In his assumption speech, Eleazar admitted that the system had become common practice in the PNP recruitment process.
However, eradicating the practice would allow the entry of more deserving and qualified applicants.
"Naging kalakaran na kasi na kung papasok ka ng PNP, kailangan may kilala ka, otherwise baka mai-slash ka or hindi mapili. Sa recruitment pa lang, nagkakaroon na ng korapsyon," Eleazar said.

MANILA, May 5 (Xinhua) -- Philippine President Rodrigo Duterte has appointed Police Lieutenant General Guillermo Eleazar as the new chief of the Philippine National Police (PNP), presidential spokesperson Harry Roque said on Wednesday.
Eleazar, currently the PNP deputy chief of administration, will replace PNP chief General Debold Sinas who will retire on May 8.
"Eleazar's track record of professionalism, dedication, and integrity speaks for itself. We are therefore confident that he will continue the reform initiatives of his predecessors and lead the police organization to greater heights," Roque said in a statement.
Eleazar, a graduate of the Philippine Military Academy, held several positions in the PNP, including deputy chief of administration and regional director of the National Capital Region Police Office. Enditem

The Philippine National Police (PNP) and the Integrated Bar of the Philippines (IBP) renewed their commitment of collaboration amid the increasing number of killings of lawyers, prosecutors and judges in the country.
In a statement on Wednesday, PNP said its officer-in-charge Police Lieutenant General Guillermo Eleazar and IBP president Atty. Domingo Cayosa attended the meeting on Tuesday regarding the matter.

Faculty members of the University of the Philippines College of Law have urged the Supreme Court (SC) to investigate police requests for names of lawyers handling cases of suspected communists.
Their appeal to the SC came after they found out through inquiries with other lawyers and court officials that aside from the Calbayog City Regional Trial Court similar requests have also been received by other judges.
In a letter signed by UP Law dean Edgardo Carlo Vistan II on Tuesday, the faculty members asked the high court to form a committee that will probe the circumstances behind the requests and the connection, if any, behind such attempts to profile and/or red-tag lawyers.

Opposition solons seek probe into alleged police profiling of lawyers

Some lawmakers on Tuesday sought a probe into the alleged profiling being done against legal counsels representing left-leaning personalities.
Members of the Makabayan Bloc as well as Representatives Edcel Lagman and Jose Christopher "Kit" Belmonte filed House Resolution 1657 urging the House Committee on Human Rights to condemn and investigate, in aid of legislation, the police's alleged profiling of lawyers of suspected communists and other left-leaning individuals.
"The legal community is threatened considering the current dismal human rights situation in the country and the recent attacks in lawyers. These brutal attacks and killings of lawyers, prosecutors and judges, are attacks also to all human rights defenders and to the legal profession, which demand a thorough and impartial investigation that should be conducted posthaste," the resolution read.
