In a welcome move, the government has liberalised import of certain pulses to counter rising prices amid tightening availability and threat of food inflation. The three pulse varieties tur/arhar (pigeon pea), urad (black matpe) and moong (green gram) under quantitative restriction since August 2017 are now under ‘Free’ import category until October 31 this year.
Importantly, these are the three major pulse crops cultivated in the Kharif season, planting for which will start in June. While the liberal import policy will have a salutary effect on open market prices, there are also some associated risks that the policymakers must consider and address. ....

Meat processors laud Duterte's decision to retain 5% tariff on MDM – Manila Bulletin

President Rodrigo Duterte has ordered to retain the 5 percent tariff on mechanically deboned meat (MDM), a decision in favor of the local meat processors to the dismay of local raisers.
President Duterte issued Executive Order (EO) 123 to keep the tariff on MDM low at 5 percent, instead of reverting it to 40 percent amid the lapse of the country’s Quantitative Restriction (QR) privileges and the eventual enactment of the Rice Tariffication Law (RA 11203).
The Philippine Association of Meat Processors Inc. (PAMPI) lauded Duterte’s decision and said that “it is consistent with the government’s well-defined policy to promote the domestic manufacturing sector, generate employment, protect consumers and ensure economic growth.” ....

 According to the source, the Executive Order (EO) on the retention of a 5 percent tariff on MDM has already been drafted and is just awaiting the signature of President Rodrigo Duterte.
           
If done, this will contradict the supposed retention of a 40 percent tariff on MDM amid the lapse of the country’s Quantitative Restriction (QR) privileges and the eventual enactment of the Rice Tariffication Law (RA 11203).
The Samahang Industriya ng Agrikultura (SINAG) had also formally sought the intervention of Duterte regarding this matter.
          
 According to SINAG, the imposition of a 40 percent tariff on MDM will bring in additional P5.5 billion additional revenues to the country, which could be used for the government’s COVID-19 vaccination program. ....
