(Photo Courtesy: Office of the Vice President) MANILA - The Office of the Vice President (OVP) defended on Tuesday its decision to relocate its offices in Quezon City to a centralized one in Mandaluyong City, saying the move was to improve its efficiency and not for luxury's sake. In a recorded video, OVP spokesperson Reynold Munsayac said they have decided to secure a unified central office on the 11th floor of Robinsons Cybergate Plaza, Edsa corner Pioneer Street to streamline their services. "Mas efficient din ho 'yan, dahil hindi na tumatagal ang pag-ikot ng dokumento, 'yung mga magpapapirma hindi na kailangan bumiyahe. So 'yan po ay hindi luho, mas hinangad po namin 'yung efficiency (This is more efficient, the transfer of documents, even the signatories no longer require transporting of papers. So this is not for luxury, we desire efficiency)," he said. Munsayac also noted that criticisms against their office have "incomplete facts" on hand. "Ang problema ho eh 'yung iba nagkaroon agad ng conclusion nang hindi naman kumpleto ang kanilang facts (The problem is, others already have their conclusions without completing their facts first)," he said. Before its transfer, the OVP previously had two separate offices at the Quezon City Reception House (QCRH) in New Manila and Ben-Lor building on Quezon Avenue. He said contrary to some circulating articles, the use of QCRH is not for free. "Ang hindi po alam ng karamihan, 'yung nakaraang administrasyon, dalawa po ang lokasyon ng office of the Vice President... Noong pinuntahan po namin 'yung lugar medyo masikip, siksikan 'yung ibang empleyado, 'yung iba ho, nagshe-share na lang ng lamesa (What most of people are unaware of is that during the previous administration, the OVP has two offices... When we went there, it's not that spacious, the employees are crowded, others are even sharing tables)," Munsayac said. One of the articles said "Clearly she finds the post of the vice president too small for her stature, beginning with the office in Quezon City left by her predecessor, which she rejected for being unsuitable, compliments of Mayor Joy Belmonte who allowed its use for free, insisting she gets her own building, bigger, paid for by the Filipino people and at her preferred location. The OVP's basic services including medical and burial assistance can also be accessed through their satellite offices in Dagupan, Cebu, Tacloban, Zamboanga, Davao, Surigao del Sur, and Bacolod. Saying that the country’s second-highest official should have a permanent venue to call his or her workplace, a congresswoman on Wednesday, Aug. 3, expressed support for Vice President Sara Duterte’s intention to find a permanent official residence befitting her post.
Vice President Sara Duterte (File photo) MANILA -- A party-list lawmaker is pushing for the establishment and construction of a permanent official residence for vice presidents of the Philippines. In his House Bill 2698 filed on July 28 and released on Wednesday, KUSUG TAUSUG Rep. Shernee Tan-Tambut said the construction of the official residence for the vice president will be beneficial to the government in the long run due to rising cost of rental, and other services. Tan-Tambut noted that the Office of the Vice President has to move from one place to another depending on the choice of the vice president, as the Constitution does not explicitly provide an official residence for the second highest national official. "Our past Vice Presidents used the Coconut Palace or the Tahanang Maharlika and also the Quezon City Reception House in New Manila, Quezon City," she said. "Being the second highest elected public official of the land, the Vice President needs a presentable official residence where he or she can meet official visitors like public officials, foreign dignitaries, or even common people needing assistance." She cited as example the case of the United States, wherein it has been using the United States Naval Observatory in Washington D.C., as the official residence for vice presidents since 1974. She also pointed out that in India, the official residence for the vice president is called Upa-Rashrtapati Bhavan, while it is called Rumah Dinas Wakil Presiden in Indonesia. Under the bill, the vice president shall be authorized to create a technical working group that will determine the location of the permanent site, planning, design, cost estimates, and other details related to the construction of the official residence. To further drop long-term financial liabilities, Office of the Vice President (OVP) spokesperson Reynold Munsayac earlier said Vice President Sara Z. Duterte has planned to establish a "permanent home" for future vice presidents. "This will result in stability and reduce cost in office operations, considering that future Vice presidents will no longer need to rent temporary offices to house their staff," he said. This permanent construction intends to cater operations of the succeeding vice presidents as well as the current and future OVP personnel. The search is underway for a property that will become the permanent residence of Vice President Sara Duterte, and succeeding vice presidents as her spokesman on Wednesday, July 27, said they were already considering some places.
