Reauthorizing the Higher Education Act—Toward Policies that Increase Access and Lower Costs
Policymakers should reform the Higher Education Act in a manner that more closely aligns the law with its main purpose of allocating federal student loans and grants to ease the cost of higher education, and should eliminate the numerous programs that have accumulated over the years that have failed to help low-income students pay for college.
