(Photo courtesy of EU Delegation in Manila) MANILA - The European Union, the United Nations, and the Australian government launched on Wednesday two projects to help former combatants in six Moro Islamic Liberation Front (MILF) camps re-engage into civilian life. The projects will support Camp Bilal in Lanao provinces, Camp Bushra in Lanao del Sur, Camp Abubakar in Maguindanao, Camp Rajamuda in North Cotabato/Maguindanao, and Camps Badre and Omar in Maguindanao. According to the EU, a total of PHP301.51 million from the bloc, the UN, and Australia will be allocated for the programs. The ALIAS-DC or the Access to Legal Identity and Social Services for Decommissioned Combatants will provide 31,000 former MILF combatants, their families, the Bangsamoro Islamic Women's Brigade (BIWAB), and members of communities surrounding the camps with birth registration. "Legal identity means that they can hold their own certificates of live births, it also means that former MILF combatants and their families are able to cross checkpoints freely and are able to access basic services and social protection," the EU said. The non-government organization IDEALS will implement the project until 2023 with PHP62.41 million funding from the EU and PHP18.1 million from Australia. The PROACTIVE or Programme on Assistance for Camp Transformation through Inclusion, Violence Prevention and Economic Empowerment, meanwhile, will work help create viable livelihoods in previously armed camps by supporting the formation of social enterprises, offering individual agricultural and non-agricultural livelihood training, and improving access to basic services and social infrastructure. The project will also work on creating a culture of peace by enhancing the capacities and participation of local stakeholders -- including women, youth, and faith-based leaders in community development and peacebuilding. The project, co-funded by the EU for PHP221 million, will be implemented by the United Nations Development Programme. "The EU is here to support the work of the Bangsamoro Transitional Government and the OPAPRU Office of Presidential Adviser of Peace, Reconciliation and Unity Office of Presidential Adviser of Peace, Reconciliation and Unity) to further consolidate the peace process," said EU Ambassador Luc Veron. "The EU has been a staunch and long-standing supporter of the peace efforts in Mindanao: with the projects we are launching today, and since 2020, we have invested over 105 million euros in projects covering both development and capacity building for the transition. We are happy to be partnering with Australia and the UN on normalization, since enhancing the normalization track -allowing for all the people engaged in the conflict to lead peaceful and productive lives without leaving anyone behind-is crucial to build lasting peace," he added. Australian Ambassador to the Philippines Steven J. Robinson AO said Australia has been a long-time supporter of the peace process in Mindanao. "I'm glad that we are helping provide such foundational assistance to former combatants. Identity documents are something that many of us take for granted, but if you lack these you can find yourself locked out of education, health, work, and wider opportunities to participate in society. I hope these documents will help kick-start the process to transform these camps into peaceful communities," he said. In his message, UN Resident Coordinator to the Philippines Gustavo Gonzalez, said: "Peace and development must walk hand-in-hand. Today we celebrate another milestone in this complex but rewarding journey. As the United Nation, we are proud of being part of this collective investment jointly with the Bangsamoro Transition Authority, OPAPRU and our long-standing development partners, Australia and the European Union." Mujiv Hataman, regional governor of the Autonomous Region in Muslim Mindanao, said he is confident there will be no interruption of reforms and government services during a transition to a proposed Bangsamoro region that will replace the ARMM.

He added regional officials will meet on a potential transition that will happen if the Bangsamoro Basic Law is passed.

"I want them to know that I started from a problematic regional government. Ayaw ko maranasan nila (Bangsamoro Transition Authority) ) ang naranasan ko noong nag-transition ako," Hataman, who was caretaker governor from 2011 to 2013, said. He was elected regional governor in 2013 and again in 2016.

(Photo courtesy of PRO-12) KIDAPAWAN CITY - Police authorities in Region-12 (Soccsksargen) have pointed out that their much talked about recent law enforcement operation, which led to the death of five suspects, seizure of 442 motorbikes, and recovery of firearms in Pikit, North Cotabato was "legitimate and above board". Brig. Gen. Alexander Tagum, Police Regional Office -12 director, said in a statement Sunday that fake news and lies are being spread by the families of slain suspects who traded shots with lawmen during the December 29, 2021 law enforcement operation. "The statement of the family spread through the social media was proven to be false," Tagum said. Members of the police special action team, backed by soldiers from the Army's 602nd Infantry Brigade, were to serve a warrant of arrest against Joel Manampan alias Maula Manampan in Barangay Gokutan, Pikit, North Cotabato around 3 a.m. on Dec. 29 when an encounter erupted. The operation led to an hour-long firefight involving the heavily armed men, believed to be behind the carnapping syndicate the police was then to verify. Five persons were slain in the ensuing firefight and state forces recovered 442 assorted motorbikes, high-powered guns, and improvised bombs. Four police officers were also injured. However, Manampan managed to escape at the height of the firefight. Mohidin Dalagonan Mantok, a suspect who voluntarily surrendered, was arrested with an M14 assault rifle with a magazine after the operation. Tagum said the claims of the victims' relatives that they operate a legitimate business were incorrect. Days after the operation, the family and relatives of the neutralized suspects have presented a business permit and a certificate of registration indicating that SMZ Marketing is a legitimate business through social media and that the motorcycles were pawned vehicles. Tagum said both documents are registered under the name Maysarah Dalid Sager but on different locations wherein the business permit carry the address in Poblacion, Pikit yet on the Certificate of Registration showed it is located in Barangay Gokutan. He said the SMZ Markering business permit showed it is engaged in "buy and sell" which completely contradicts the statement that the area was a pawnshop for motorbikes, a service not covered under a buy and sell type of business. The police director said the claim of Sager was further proven after 12 persons with legal certificates of registration and official receipts (CR/OR) of their motorbikes have already claimed their vehicles as of January 6. The owners claimed their motorbikes were taken forcibly from them. Tagum said results of the forensic examination conducted on the seized motorcycles showed most of these have tampered chassis and engine numbers. Colonel Henry Villar, North Cotabato police director, said the area of operation was a known bailiwick of lawless elements and crime syndicates contrary to claims that it was a Moro Islamic Liberation Front (MILF) identified camp. Villar said there is only one MILF camp in Pikit and that is Camp Rajamuda. Tagum also reminded the public not to easily believe what is being posted by anyone on social media. "PRO 12 condemns fake information which is widespread nowadays and so I am encouraging everyone to verify the legitimacy of the report before accepting it. Let us keep ourselves informed, but with the accurate information," Tagum said. Datu Turno S Sultan, president of the Association of Barangay chairpersons and town councilor, told reporters that upon the arrival of government troops in the area, the armed men immediately opened fire that prompted the operating units to fire back.
