College student last december. Joel ramirez was shot to death as he drove up to his home. Police now say the 21yearold was not the intended target of the shooter. They say that illegal operation was likely tied to the shooting. Police say he knew ram ruz was innocent but withheld that on purpose. Joel was not intended to be killed that day.
