director christopher wray at 1:30 this afternoon. we're told that fbi director christopher wray offered to allow both men and perhaps maybe a few others to actually see the document, but what is in an in-camera review. this means in a secure setting. the fbi is not just going to send a document that has sources and potential methods over to capitol hill where it could compromise that. so we know the director put out this olive branch and said you can see it in a secure setting. a source familiar says that the subpoena though that congressman comer put out specifically asked for the physical copy of the document. we're continuing to follow this. the white house has stayed out of this so far. we're waiting to get read-outs from the fbi and congressman comer and senator grassley's office. >> thanks, david. let's bring in devin nunes.

because a lot of people had wondered who made this decision to do the off pouring of chemicals and have a controlled explosion and it was a discussion between governor dewine and governor shapiro of pennsylvania. we have a map that we can show people. this town borders pennsylvania as well. your thoughts on the decision-making process in this, senator? >> well, i think it was governor dewine, local officials on the ground, the fire department and consultation with the railroad. i'm not going to second guess the decision. they were faced with two very bad options. one to do the controlled chemical burn. the second to allow the train to explode, which would throw debris for miles. also lead to the same chemical spillage issues that we're dealing with now. the question for the future is how do we make sure the air is breathable and especially the water is drink able. we know from read-outs that we

my thanks to both governors for joining us this afternoon. now we go to the pentagon where john kirby is taking questions as the pentagon watches the ramp up of the war between ukraine from russia. watch this. >> we're having positions about long-term posture. would be foolish for us not to given the security environment in europe has changed. in terms of detailed negotiations with other countries about where that foot print might be rotational versus permanent or what the size might be, we're not there yet. >> are they approaching the topic at all? >> i won't get into more detail in these conversations than what we're putting out in the read-outs. i don't want to leave you with the notion that that -- that deep negotiations and discussions about footprint is a pro dominant part of these discussions. does it come up sometimes when he's talking, depends on the

general milley talked to the forces on tuesday. can you tell me more about the conversations between the pentagon and ukraine's military right now is this. >> so we're getting a number of read-outs about general milley speaking to his counterparts all through the baltic region and central europe. he said he's not going to discuss specifics of this. one of the things they talked about was the efforts taken to itsen the possible invasion of russia -- but russia, ukraine. i want to touch on a couple of other things. one is the reporting of buildup of russian troops. yes, that is something we've been hearing about. we were told last week there were about 59 battalion tactical groups around ukraine. he's now hearing there'ses 60 and we're told the number of btgs is increasing, and that

that we just woke up to the fact that they had been building forces. we have been talking about this now for a couple of months what we have been seeing on the ground, and there has been lots of conversations with us and our nato allies, as well as our ukrainian counterparts. we have read all those out, you can go look at the read-outs. it's not like any of this came as some sort of shock, but we have, as we have continued to see the accumulation of combat power and as we have now seen that so far, anyway, mr. putin has not elected to deescalate and you know, look, there's -- we still believe there's time and space for diplomacy, thus far it is not achieved the kind of results the international community would like to see. all that combined has led us to, you know, again want to contribute more capabilities to ukrainian armed forces and be ready to contribute more capabilities to our nato allies.

about to meet with president putin just a couple hours away interest from that in an effort to find an off ramp. what are the options here and, of course, the expectations? >> reporter: yes, rosemary. all eyes here on moscow ahead of president macron's visit. we've been watching russian state television which is a barometer of thinking just to get a sense of the mood ahead of the meeting between macron and putin. while the russian state tv loves to mock, for instance, yesterday on main news show, they were spending time making fun of uk prime minister boris johnson. they have been complaining a lot about western coverage of crisis in ukraine with the foreign ministry spokesperson, the russian foreign ministry spokesperson saying all the drama surrounding ukraine was the effort to spoil the olympics. the tone about macron, on the other hand, has been quite respectful, and we know from read-outs from the french side

weapon. we don't either. we have a range of strong disagreements with them, we can't speak for their intentions here. we certainly believe it's in both interests for this to move forward. >> does the president believe it's important for president zelensky to be at the nato summit next week as long as it's safe for him to do so? >> i have not discussed that with the president. the president is going there to meet with nato partners and allies. president zelensky is -- his country is in the middle of a war. so i have not talked to him about that specifically. >> i wanted to ask you about jake sullivan working with his russian counterpart. the russian read-outs that happened at the u.s. initiative and the nfc's read out so if russia is serious about diplomacy, moscow should stop

march. what did we do then? it's surprising that president biden's number is at 38%. i'm glad he went to the meeting. i think tomorrow is another opportunity for him to say, okay, this is more specific what we're going to do and perhaps the white house will do some read-outs to some of their trusted reporters and we'll read more about the background of these meetings. right now it feels thin gruel for us to chew on tonight. >> martha: we also expect tomorrow we'll hear more about this plan to make europe more energy independent and less dependents on russia. there's some that believe and we're going to speak to one of these folks tomorrow that the most punishing thing that could be done to russia would be to completely change their dynamic of their economy and have europe become dependent on europe and other places in the world for their energy once again. that is the strongest weapon against russia ultimately. we'll see if we hear more on

if you read out, get some read-outs from what happened saturday you actually had the ukrainians talking about the possibility of peace, talking -- but then sunday we wake up, horrific news. you wrote about how much more difficult this was going to make it for the world community to come to terms, not with the vladimir putin, as biden said, with vladimir putin being a butcher, being a war criminal. how exactly do you get this guy back into the g7, g8? >> yeah, there had been some talk of even some momentum towards a zelenskyy/putin summit. this had been enough progress, they thought it was in the offing. that now probably has changed and it would be that much more difficult. white house officials i talked to wonder how could zelenskyy negotiate the ending of this war if it meant giving up an inch of territory to vladimir putin.

approval that you release that information that china believed so, including your requests for declassification of your conversation that you had with general lee and any approvals. i want a transcript of your call with general lee and i also want any read-outs, memorandums, notice of calls or outcomes. now you chose to talk to reporters instead of us and that's of great concern. no one in congress knew that one of two of the major nuclear powers thought that they were perhaps being threatened for attack. mr. secretary, that turns my questions to you, then. mr. secretary, if you learned that russia or china believes that they may be subject to an attack by the united states, as a member of the president's cabinet do you believe that information should be handled at the cabinet level and with the president with the national security advisor and secretary of defense and the chair and rank frng member and the
