The website of the Arkansas Department of Higher Education has a page titled "Current Policies--Financial Aid." Scroll down and you'll find the Minority Teacher Scholars Program. To be eligible for this state-run program, "[a]pplicants must be African-American, Hispanic, Asian-American, or Native American." Whites need not apply.
