Solon warns against foreign NGO agents in government service

A lawmaker has warned the government against officials and personnel who are advancing the interests of foreign private organizations with anti-vaping agenda.
Ako Bicol Partylist Representative Alfredo A. Garbin Jr. made the statement as he called on Congress to proceed with the investigation on the Philippines Food and Drug Administration (FDA) following reports that the agency received grants from foreign lobby groups while it agency was drafting the guidelines regulating e-cigarettes/vapor products and heated tobacco products (HTPs).

“The FDA must issue science-based regulations and probe into erring officials who are serving the private agenda of foreign private organizations by advancing anti-vaping policies instead of objective and workable regulations,” said Garbin. ....

Philippine government warned against NGOs banned by India

Consumer groups warned the Philippine government against non-government organizations (NGOs) such as those linked to Bloomberg Philanthropies that were banned by India for providing grants to lobby for local policies.
They issued the statement after India banned more than 14,500 non-government organizations over the past five years, including four groups that received foreign grants from Bloomberg Philanthropies of US financial billionaire Michael Bloomberg which are reportedly involved in tobacco control lobbying.
India canceled the Foreign Contribution Regulation Act (FCRA) licenses of these NGOs for reportedly acting against India’s national interests, misreporting donations, and lobbying against an established economic activity which raises multiple economic and social concerns. ....

Bloomberg Funding to Philippines FDA May Have Violated US Laws
Last October, two members of the House of Representatives forced the Philippines FDA to admit that it had received a grant from the Union and Bloomberg Initiative. Now international public health policy experts are pointing out that this action may have violated both Philippine and United States laws.
The issue is “troubling” as it involves the direct contribution of funding or money to a regulatory agency. “The Union co-manages the Bloomberg Initiative to Reduce Tobacco Use Grants Program, which awards funds to projects delivering high-impact tobacco control interventions in low- and middle-income countries,” said Rep. Estrellita Suansing during a virtual consultations’ session, which took place on October 8th. ....
