全球数字安全博弈升级，产业区块链的机遇来了？

　　业界普遍认为，具有去中心化、开放性、自治性、信息不可篡改和匿名性等特征的区块链技术，有望搭建出新的信任体系。但由于发展尚不成熟，隐私保护不足、计算与存储能力薄弱等问题制约了其应用价值。而隐私计算则成为弥补、解决区块链上述问题，促成其商业落地的有效补充。
　　以区块链和隐私计算为底座，可以实现数据价值的“可用而不可见”。而该技术的商用和产业化发展，也离不开各行业数据安全需求的升级。
　　“从近期一些热点事件中可以看出，大国间数字安全博弈在升级，针对数据安全的治理力度也持续走强。”北京师范大学互联网发展研究院院长助理吴沈括在上述大会上表示，在此背景下，相关法律法规相继出台，而对于应用端，如何在技术层面提高数据安全、筑牢信息安全底座显得尤为重要。
　　以4月份发布的《网络安全审查办法》为例，该办法明确，被审查主体为基础设施运营者。
　　“区块链要服务实体经济，要服务社会治理和公共安全。”中国信息通信研究院云计算与大数据研究所所长、可信区块链推进计划常务副理事长何宝宏13日在2021可信区块链生态大会上如是说。
　　根据中国互联网大会上发布的《中国互联网发展报告（2021）》，区块链技术的应用落地场景已从金融这个突破口，逐步向实体经济和政务民生等领域拓展。2020年，区块链产业链已初具规模产业，产业整体呈现出良好的发展态势。已有超过80家上市公司涉足区块链领域，积极部署供应链金融、资产管理、跨境支付、跨境贸易等领域的应用。
　　今年以来，产业区块链发展的政策持续优化。5月份，工信部、中央网信办正式印发《关于加快推进区块链技术应用和产业发展指导意见》，其中明确，到2025年区块链产业综合实力达到世先进水平，产业初具规模。
　　7月12日，工信部公布的《网络安全产业高质量发展三年行动计划（2021-2023年）（征求意见稿）》提出，到2023年，网络安全产业规模超过2500亿元，年复合增长率超过15%。根据该意见，将针对数据安全共享需求，加速推动可信计算等技术产品研发和推广落地。
　　地方政府也加快支持力度。据媒体不完全统计，截止到7月初，全国已有33个省市出台区块链专项政策，如南京、上海等地方政府均开出最高1000万元的单项政策奖励。
　　最新数据显示，截至2021年6月，经中央网信办备案的区块链应用系统共1229个，已建立起40余个区块链产业园，产业规模效应和聚集效应初步形成。
　　“但也应注意到，在产业区块链发展的过程中，尤其是在大型企业数字化转型中应用区块链技术时，仍存在诸多挑战。” 中国信通院云大所副所长、可信区块链推进计划秘书长魏凯在前述可信区块链生态大会上指出，例如，创新风险高，建设成本居高不下，互联互通的问题难以解决，商业模式的持续性仍待挖掘等。
　　“作为一种新兴技术，区块链在技术层面已经走到了前面。下一步，应当在区块链的治理和商业模式上深入探索、创新。”魏凯说。
