The new U.S. aid will train and equip Ukrainian forces for a longer-term fight. The aid includes air defense and artillery systems, drones and other weaponry.
The announcement comes as Ukraine is celebrating its 1991 declaration of independence from the Soviet Union.
The security package "is not relevant to the fight today, tomorrow or next week," but is designed to support Ukraine for years to come, said Pentagon Under Secretary of Defense for Policy Colin Kahl.
