The more things change, the more they stay the same. That adage is particularly true with the pandemic, and we've all had to come up with ways to restore some modicum of normalcy while we're stuck at home for the foreseeable future. I've discovered the joys of cooking. With takeout not an option, my wife and I had to learn how to make our favorite dishes at home. We tried making pizzas from scratch and eating them while watching Formula 1. It felt like things were back to normal.
It's important to find these pockets of normalcy, the way things used to be in the Before Times. That's my key takeaway with Android 11 — there are many new features here, but Android 11 feels immediately familiar at its core. Google didn't make too many surface-level visual changes that stand out, so the overall experience of using Android 11 is on par with Android 10.

Google drastically reduced which directories apps can access on your phone on Android 11 as part of its new Scoped Storage, which is a change for the better regarding privacy. However, the new system is problematic for some advanced applications like file managers. When they target the latest version of Android, they can't access all of your phone's internal storage, making them useless for the purpose they were built for. To prevent tons of broken apps, Google has begun emailing developers with apps that require access to device storage, telling them that they'll soon be able to request access to all files via a new permission.

To stop unwanted apps from having broad storage permission when there is no need for one, Google brought Scoped Storage restrictions with Android 11. Before this, however, all apps could declare “READ_EXTERNAL_STORAGE” permission, and have access to all files on the device. To ensure that file manager apps that need legitimate access to the stored files, Google allowed them to target Android 10 (API level 29) for the legacy storage access rights.
Apps targeting Android 11 devices with API level 30 or above come under the scoped restriction, so Google wants them to request “MANAGE_EXTERNAL_STORAGE” for broad access to storage. But as of now, it doesn’t allow developers to request “All Files Access” and wants them to sign a Declaration Form.

Android 11 introduced a new file accessing API, Scoped Storage. It essentially doesn't allow apps to access all files on your phone anymore, which is great for security. However, Scoped Storage also comes with some unwanted consequences. Non-Pixel phones running Android 11 have to ask users to confirm that they want to delete or restore images in Google Photos since the app isn't allowed to delete and restore files without explicit user consent anymore. Luckily, there's a fix for some phones.
The problem
If you use Google Photos on Android 11, you may have already run into the new "Allow Photos to move this photo to trash" prompt when you want to delete something. That's because apps targeting the latest Android version need an explicit user confirmation before they're allowed to move, edit, or delete files. While that new prompt isn't too big of a deal, the problem becomes more severe when you routinely edit and delete photos somewhere else, like on a tablet or the Google Photos web interface. Google Photos will then pester you with a "Review out-of-sync changes" toast on your Android 11 phone, asking you to confirm the changes you've made before they appear on your phone.

Android 11 has brought scoped storage to phones but not many people are happy with it. For one, it has messed up Google Photos. Some apps and services are migrating to it though like Viber for better app and user data protection. The Android team says such scoped storage is part of privacy and security improvements of Android 11. It can be useful to some but it brings about limitations on Android 11. It’s been a controversial topic but the Scoped Storage API may be here to stay.
Scoped Storage becomes questionable when the restrictions are extended to file explorers. Google has not finished working on this issue but other developers have worked on their own solutions. One app is named the X-plore File Manager which can bypass the limitations on Android 11.
