Manhattan: Dear Gov. Hochul: I was glad you unexpectedly replaced Andrew Cuomo last summer and I think I will vote for you in the June primary. But I am a little distressed about 421-a being replaced by 485-w after having read NYC Comptroller Brad Lander’s report and the Wikipedia page on 421-a tax exemptions to NYC developers.
