A Harrisburg man who was caught in the act of raping a woman in a dark downtown alley wasn’t punished too harshly with a 16- to 40- year prison sentence, a state Superior Court panel has ruled.
That decision came more than two years after police said Curtis Govan Jr., now 24, brutally attacked the woman, a stranger, as she walked home alone from a bar on North Second Street early on the morning of Oct. 6, 2018.
A passerby saw the attack and called city police. When officers arrived, Govan tried to force the woman to say she was his girlfriend and that she was willingly making out with him. Police said that when the woman said she had been raped they had to use a Taser to place Govan under arrest. ....
