Residents Say Too Many Speed Bumps on Zia Estates


   The City of Española Public Works committee April 6 held a brief meeting, during which members heard updates from city departments and one public comment but otherwise took no action.
    Cody Martinez, a resident of Zia Estates and a police officer, spoke about the high number of speed bumps on his road and that they may slow down emergency response to his home.
    “It’s 18 speed bumps to my house, in my personal truck it takes me about six minutes to get to the bottom of the road or to the top of the road,” he said. He also said that an experiment with the fire department revealed a response time of 16 minutes to the top of the road. He requested that some of the bumps be removed and the remaining be converted to speed humps. ....

City Approves Bid to Buy $39, 235 A/C for Crisis Center


    The Española City Council voted March 23 to approve a loan refinancing, a vehicle purchase and the installation of a new heating/cooling system at the Crisis Center of Northern New Mexico.
    “Perhaps, on record, one of the most efficient meetings we’ve had,” Mayor Javier Sanchez said of the meeting, the agenda for which took just 55 minutes to complete.
    Administrative Services Director Jessica Ortiz presented a plan to refinance the loan that was used to pay for the 2009 engineering and construction of a secondary wastewater treatment plant. The total loan amount was $6,138,343.80 paid over 20 years at an interest rate of 2 percent, for $1,369,675.43 in extra costs and a total of $7,508.019.23 over the life of the loan. ....
