   The Española City Council cleared up some administrative issues and moved forward grant applications for road improvements at its May 11 meeting, along with discussing a possible summer celebration in July featuring fireworks and presenting the Española Valley High School girls basketball team with commendations for its season.    During the public comment period, Norah Valdez spoke about the homelessness problems in the city and asked the council what they were planning to do about it.    âI guess Iâm needing to know what is going on with the homeless and the people living in tents, so that is my question for you,â she said. ....
  The City of Española Public Works committee April 6 held a brief meeting, during which members heard updates from city departments and one public comment but otherwise took no action.    Cody Martinez, a resident of Zia Estates and a police officer, spoke about the high number of speed bumps on his road and that they may slow down emergency response to his home.    âItâs 18 speed bumps to my house, in my personal truck it takes me about six minutes to get to the bottom of the road or to the top of the road,â he said. He also said that an experiment with the fire department revealed a response time of 16 minutes to the top of the road. He requested that some of the bumps be removed and the remaining be converted to speed humps. ....
