LINCOLN — Illinois State Police have released the identity of the driver from Washington who was killed in a traffic accident Wednesday night near Lincoln. The state police have not released the identities of three Washington teenagers who also were killed in the wreck on Interstate 55. Seth W. Phillips, 47, drove the 2016 gray Chrysler Pacifica that collided with a semi-trailer truck in the rain on the interstate near milepost 122 south of Lincoln. WASHINGTON (HOI) -- The Washington High community is planning a memorial after the husband of a school employee, his daughter and two of her teenage friends were killed in a crash earlier this week. 47-year-old Seth W. Phillips was driving on Interstate 55 in Logan County Wednesday night when he lost control in heavy rain, crossed the median, and crashed into a semi-truck head-on.
