陕西大部地区今有降水偏西地区有阵雨

　　本报讯（记者陶颖）记者从省气象局获悉，23日我省中南部大部出现降水，较强降水出现在商洛北部、渭南中南部、铜川南部及汉中南部。全省共监测到雷电总闪924次。23日6时-24日6时，65个县区1295个监测站出现降雨，其中共出现41站暴雨，最大商州杨峪河镇94.4毫米，126站大雨、271站中雨。全省共26站次小时雨强大于30毫米，最大印台金华山23日10时47.2毫米。
　　据预报，25日：全省阴天，陕北西部部分地方有小雨，关中、陕南有小到中雨。26日：全省阴天有小雨，陕北北部有中到大雨，部分地方有暴雨，关中西部有中到大雨，局地有暴雨。27日：全省阴天间多云，延安、关中、陕南有阵雨或雷阵雨，关中西部局地有暴雨，汉中西部局地暴雨。28日：全省多云间阴天，陕北部分地方有阵雨，关中、陕南有小到中雨或阵雨，关中南部局地、陕南东部局地有大雨。29日：全省多云间阴天，部分地方有阵雨，商洛有大雨。
　　受高空槽和暖湿气流共同影响，26~27日西安有降水天气过程。25日：多云间晴，偏西地区有阵雨，23~34℃；26日：多云转阴天，有小雨或阵雨，25~33℃；27日：小雨转阴天，22~27℃。

据陕西省发改委在答复中介绍，经报请陕西省委、省政府审定同意，近日省发改委（省推进西安-咸阳一体化发展领导小组办公室）印发《关于西安市全面代管西咸新区的指导意见》。《指导意见》指出，西咸新区党工委、管委会作为省委、省政府的派出机构保持不变，仍按照正厅级来设置，由西安市全面代管。
此外，陕西省发改委在7月13日答复网友关于“西安-西咸新区-咸阳共管区，到底属于西安还是咸阳？”的询问时强调，《关于西安市全面代管西咸新区的指导意见》主要意图是进一步理顺西咸新区管理体制机制，推动西咸新区高质量发展，不涉及行政区划调整。
此前，陕西省发改委在7月7日的答复中已披露了西安市全面代管西咸新区的诸多细节：西咸新区按照“全面授权、不留空白”的要求，由西安市全面管理。西咸新区882平方公里规划范围，划分为西咸新区直管区和西安（西咸新区）-咸阳共管区。西咸新区直管区由西安市全面管理，负责辖区内的行政、经济和社会管理事务。西安（西咸新区）-咸阳共管区，由咸阳市在《西咸新区总体规划》框架下，负责辖区内的行政、经济和社会管理事务。
据西咸新区开发建设管委会网站介绍，西咸新区位于西安、咸阳两市建成区之间，涉及西安、咸阳两市7个县（区）的23个乡镇和街道办事处。规划控制范围882平方公里，其中城市建设用地272平方公里，现有户籍人口106万人，包括空港、沣东、秦汉、沣西、泾河五个组团。
2017年1月，陕西省委、省政府发布《关于促进西咸新区进一步加快发展的意见》（陕发〔2017〕3号），作出西咸新区全面托管辖区行政和社会管理职能并交由西安市整体代管的重大决定，新区全面承接了西安、咸阳两市委托的除人大、政协等工作外的所有职权。结合新区设立5个新城、托管22个街镇的实际，新区本级设立20个内设机构以及规划建设、生态保护、社会治理等8个综合性委员会，构建大部制、扁平化的管理架构。
