Fairfield to join regional committee on homeless response FAIRFIELD The City Council agreed Tuesday to participate with Vacaville and Suisun City in a Homeless Two-by-Two Subcommittee to take a regional approach to homeless response. Vice Mayor Rick Vaccaro and Councilwoman Doriss Panduro were appointed to the committee for one year. Councilwoman Catherine Moy also said she would participate. This slideshow requires JavaScript. The staff report to the council states there is no financial impact to the city. “No city can do this by itself. We need our neighbors,” Vaccaro said. The subcommittee is viewed as part of the city’s comprehensive homeless strategy “to reduce homelessness based on nationwide proven outcomes, including supporting a regional response that more efficiently utilizes existing resources.” ....
City Council raises concerns about Shelter Solano, but backs CDBG action plan FAIRFIELD A divided City Council on Tuesday approved the 2021-22 Community Development Block Grant annual Action Plan, which included an amendment for $151,332 in federal CARES Act funds for operations of the Ohio Street Transitional Housing for homeless individuals at high risk for Covid-19. The vote was 5-2 with Councilwomen Pam Bertani and Catherine Moy dissenting. The city is slated to receive $834,203 with the maximum of $143,317 designated for allocations in the Public Service category. There were concerns about the public outreach seeking comment on the plan. Bertani also raised concerns about how much funding was being allocated to Shelter Inc., which runs Shelter Solano on Beck Avenue, which she said is “underperforming.” ....

The City Council held a workshop Tuesday evening to address homeless encampments. The virtual forum offered council members and the public the opportunity to field questions and to get answers. Michael Zeiss wanted to know the average monthly cost for cleaning up encampments and the percentage of people living in the encampments who want permanent housing. ....

Despite the action, speakers from the public said the city is not doing nearly enough and could redirect money that goes toward other things, such as the police storage costs approved during the meeting, to go toward the homeless.
