도쿄올림픽 무관중, 뜻하지 않게 퇴출된 '욱일기'-국민일보

도쿄올림픽에서 일본 관중의 장내 욱일기 반입 우려가 도쿄도 내 무관중 방침으로 상당수 해소됐다. 일본 선수의 정치적 행동이나 극우단체의 장외 집회에 의한 전쟁범죄 상징물의 노출 가능성은 여전히 남았지만, 적어도 도쿄 경기장 관중석에서 욱일기가 펼쳐질 가능성은 사라졌다. 무관중 방침은 또 일본과 경합하는 종목에서 한국 선수들의 부담도 줄이게 됐다.
일본 정부는 지난 8일 국제올림픽위원회(IOC), 국제패럴림픽위원회(IPC), 도쿄올림픽 조직위원회, 도쿄도와 비대면 온라인 방식으로 진행한 5자 회의에서 올림픽 기간 중 도쿄도 내 경기장의 무관중 방침을 결정했다. 도쿄는 오는 23일 개막해 다음달 8일 폐막하는 하계올림픽의 개최지로, 메인스타디움과 메인프레스센터를 포함한 주요 올림픽 시설이 밀집한 곳이다. 대부분의 경기도 도쿄에서 펼쳐진다.
태권도 펜싱 레슬링을 개최하는 지바, 골프 종목만 유치한 사이타마 등 분산 개최지도 도쿄 주변에 있다. 도쿄도 이외의 분산 개최지 경기장의 관중 수용 여부도 조만간 협의될 것으로 보인다.
5자 회의 참석자는 토마스 바흐 IOC 위원장, 앤드루 파슨스 IPC 위원장, 하시모토 세이코 도쿄 조직위원회 위원장, 개최지 대표자인 고이케 유리코 도쿄도지사, 일본 정부 대표자인 일본 정부의 마루카와 다마요 올림픽 담당상이다. 이들은 지난달 21일 5자 회의에서 경기장 수용인원의 50%, 최대 1만명까지 일본 거주자만 관중으로 받는 방안을 채택했다.
하지만 일본을 포함한 각국에서 코로나19와 변이 바이러스의 급속한 확산으로 관중 대책은 개막을 보름 앞두고 ‘도쿄도 내 무관중’으로 전환됐다. 이제 입장권 수익에 의존할 수 없는 일본의 천문학적 손실은 불가피하다. 일본 경영컨설팅업체 노무라종합연구소는 무관중 개최의 손실 비용을 20억 달러(약 2조2000억원)로 보고 있다.
개최국 일본을 제외한 참가국 선수들에게 무관중 경기는 코로나19 감염 위험은 물론, 안방 관중의 일방적 응원에서 벗어나 정상적인 경기력을 발휘할 기회로 작용할 수 있다. 사실상 중립지역 경기처럼 출전할 수 있다.
독도를 일본 영토처럼 잘못 표시한 성화 봉송 릴레이 지도처럼 올림픽을 악용한 일본의 역사왜곡을 직접적으로 체감할 한국 선수들에게도 무관중 방침은 작지 않은 호재다. 욱일기를 포함한 전쟁범죄의 상징물을 장내에서 목격하고 도발을 당할 가능성은 도쿄도 내 경기장에서 원천 차단됐다.
도쿄올림픽 시설 내 욱일기 반입은 IOC 206개 회원국 중 하나로 한국의 국가올림픽위원회(NOC) 역할을 수행하는 대한체육회에도 작지 않은 고민거리였다. 이기흥 대한체육회장은 지난달 28일 충북 진천 국가대표선수촌에서 도쿄올림픽 미디어데이를 열고 “바흐 IOC 위원장을 (일본에서) 만나 일본 관중의 정치적 구호와 관련한 문제를 논의하겠다”고 약속했다.
하지만 IOC를 포함한 도쿄올림픽의 주요 주체들은 대한체육회나 혹은 서경덕 성신여대 교수를 포함한 국내 민간 단체의 항의를 받고도 독도 문제나 욱일기 반입 우려에 미온적으로 대응해왔다. 무관중 결정으로 뜻하지 않게 올림픽 시설 내 욱일기 반입 우려를 상당수 걷어내게 됐다.
축구 야구 여자배구 유도를 포함한 일본과 경합 종목에 출전하는 한국 선수들의 심적 부담을 줄이는 효과도 노릴 만하다. 첨예한 판정 시비에서 안방 텃세와 야유는 심판의 판단을 흐리거나 상대 선수의 정신력을 위축시키기도 한다. 도쿄도 내 올림픽 경기장의 무관중 방침에 따라 금메달 7개와 종합 순위 10위를 노리는 한국의 목표를 상향할 여지가 생겼다.
