Are there plans to address this crowding . Yes, and that is why it is important to work with city partners. It is a difficult issue. Crowds on the tenderloin. I have been out there with officers and seen it firsthand. Some comply and some dont. We have to keep going back and trying. The drug dealers, there is space in the jails.
