Pago Pago, AMERICAN SAMOA — Surplus funds from FY 2023 totaling $36 million have already been used by the administration without prior authorization from the Fono.
The U.S. military has been engaged in major combat operationsoverseas for seven years in Afghanistan and five in Iraq. Congress has provided annual funding for these missions through the use ofemergency supplemental spending bills. The Pentagon should nolonger use supplementals to pay for these contingencies. Instead,Congress should begin funding these operations as part of theregular defense budget.
