GREGG COUNTY, Texas (KLTV) - Southwestern Electric Power Co. (SWEPCO) has ended the controlled outages implemented today in an emergency procedure prompted by extreme winter temperatures.
The rotating controlled outages were implemented when SWEPCO and other utilities were called upon by the Southwest Power Pool (SPP), the regional organization that manages the electric grid across 17 central and western U.S. states. The planned and coordinated interruption of service is part of emergency procedures to reduce load on the electric system and prevent wider area outages.

AEP-SWEPCO again suspends rolling blackouts, prepares for ice storm that’s threatening ArkLaTex
Some customers use planned outages as a dry run for what could be days without electricity
KSLA News 12 Chief Meteorologist Jeff Castle says the next winter storm threatens to dump a devastating quarter inch to half inch of ice on parts of the ArkLaTex. It only takes about a quarter-inch of ice to start causing problems. With accumulations of a half-inch, tree branches break, fall on utility lines and cause power outages.

ArkLaTex in grip of dangerous winter storm

Conditions were dicey early Monday as KTBS 3 News crews fanned out across the region.
There was very little traffic overnight along Youree Drive, which is a good thing. Many businesses that would normally be open were closed.

In Natchitoches, like most of the ArkLaTex, residents aren't used to snowfall. By 5 a.m., roughly an inch of snow, sleet and freezing rain had piled up. KTBS 3's T.W. Starr, reporting live, also made note of the gusty winds he was experiencing before sunrise. So far, so good when it comes to traffic in downtown Natchitoches.
