Im thinking would there be some accountability that this person has recused him or herself and they filed this form. So should the Actual Department of the commission be notified . They would be aware of the actual recusal because it occurred that it occurred prior to the filing requirement. The filing requirement is a requirement imposed by the Ethics Commission.
